Project Listed as an Authorized Purpose of the 2007 Critical Capital Needs Certificate of Obligation
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an artwork commission contract with Sedrick Huckaby in an amount up to $165,446.00 for fabrication, delivery,
installation and contingencies for artwork in the traffic triangle bordered by Ramey Avenue and Stalcup Road in the Stop Six community; and
2. Find that the art project, as proposed, constitutes part of a street improvement project listed as an authorized purpose of the 2007 Critical
Capital Needs Certificate of Obligation.
DISCUSSION:
Fort Worth artist Sedrick Huckaby's design for an artwork for the Stop Six Traffic Triangle is titled The Last Train. The traffic triangle at Ramey and
Stalcup in the Stop Six neighborhood will be transformed into a place to gather. The artwork commemorates the history of the neighborhood as the
sixth stop of the interurban rail system.
Design Concept
In the center of the space there will be a re-creation of a classic interurban train car, sitting on a simulated train track. Figures — ambiguous
portraits of members of the community — will be created by the artist at drawing board scale and then enlarged and applied using outdoor rated
materials onto the exterior of the train. The train will be the centerpiece of the welcoming plaza, a coppery "dazzling, shimmering wonder." During
the day its golden appearance will speak to the community's hopes for the future. During the evening, lights from within the train will give it a warm,
inner glow. The artist intends the train to symbolize a spiritual chariot that has arrived to take earthly citizens to a heavenly place. The artwork is
designed to be implemented in two phases. There is currently funding only for Phase I.
• Phase I: (Budget $210,330.00 from 2007 Critical Capital Program) Includes the sculptural replication of an interurban train car, footing and
rails, internal lighting of the train car, figurative painting on the train car and site work needed to provide accessibility from the existing
sidewalk to the train car.
• Phase II: The addition of audio in the form of community oral histories that will be accessible on site, and the equipment to support these, as
well as a paved plaza area surrounding the train car, extension of the train tracks to the perimeter of the site, a low perimeter seat wall and
lighting that would circle the traffic triangle as well as trees and other supplemental landscaping. There is no current funding for Phase Il.
The site is the traffic triangle created by the intersections of Ramey Avenue and Stalcup Road in the Stop Six community. The artist plans to locate
the artwork parallel to the longest side of the traffic triangle, subject to location of existing underground and overhead utilities. On June 30, 2015,
Sedrick Huckaby was placed under a final design agreement (City Secretary Contract No. 46895) in the amount of up to $16,000.00, which was
subsequently amended to allow for additional engineering and consulting fees in the amount of up to $32,000.00.
Fort Worth Art Commission (FWAC) Action: On April 19, 2021, the FWAC approved the final design by Sedrick Huckaby and recommended that
he be placed under an artwork commission contract. Funding for the project has been allocated from the 2007 Critical Capital needs program,
adopted by the Fort Worth City Council on October 21, 2014 (Mayor and Council Communication (M&C) G-18339). Additional funding for the
project was included in the fund reprogramming plans from the 2007 Critical Capital needs program and the 2008 Bond Program, adopted by the
Fort Worth City Council on June 26, 2018 (M&C G-19323). The project was included in the Fort Worth Public Art Fiscal Year 2021 Annual Work
Plan adopted by the Fort Worth City Council on September 22, 2020 as M&C 20-0678).
The artist shall require their subcontractors to pull all permits required for this project, however, the City shall waive any fees for these permits as
this project is funded by City Bond funds. Annual maintenance on this project is anticipated to be $250.00.

Business Equity - The City's overall M/WBE goal for the Fort Worth Public Art Program is 25 percent of total capital project dollars expended on
public art annually.
Council Member Gyna Bivens concurs with the Art Commission's recommendation to commission Sedrick Huckaby to fabricate, deliver, and
install artwork for Stop Six in the traffic triangle formed by Ramey and Stalcup.
This project is located in COUNCIL DISTRICT 5.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2007 Critical Capital
Projects Fund for the FWPA - Stop Six project to support the approval of the above recommendations and execution of the agreement. Prior to
any expenditure being incurred, the Planning & Data Analytics Department has the responsibility to validate the availability of funds.
