$59,412.00 from the City of Grand Prairie for Trail Alignment Revision of CentrePort Trail, Adopt Attached Appropriation Ordinance, and Amend
the Fiscal Year 2022-2026 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of Amendment No.1 to City Secretary Contract No. 50713, an interlocal agreement between the City of Grand Prairie
and the City of Fort Worth to accept additional funds of $59,412.00 from the City of Grand Prairie for the trail alignment revision of
CentrePort Trail project (City Project No. 100082) connection to Mike Lewis Trail in Grand Prairie;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Cap Projects Federal Fund
subject to receipt of the funds, in the amount up to $59,412.00 for additional trail alignment revision of CentrePort Trail project (City Project
No. 100082) connection to Mike Lewis Trail in Grand Prairie; and
3. Amend the Fiscal Years 2022-2026 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize execution of an amendment to the Interlocal Agreement (ILA) with the
City of Grand Prairie to accept additional funds of $59,412.00 from the City of Grand Prairie for additional trail alignment revision of CentrePort
Trail Phase II connection to Mike Lewis Trail in Grand Prairie (City Project No. 100082).
The CentrePort Trail project includes two phases. Phase I will start at the new American Airlines Campus in the east Fort Worth CentrePort area
and terminate at the Trinity Railway Express (TRE) CentrePort Station (approximately 1.6 miles total). Phase II will start at the THE CentrePort
Station and extend east along the THE railroad until meeting Trinity Boulevard, and then continue heading south to Mike Lewis Park in Grand
Prairie (approximately 3.5 miles total). A map showing these routes is attached. Anticipated improvements include a 12-foot wide concrete paved
trail, a 2-foot wide shoulder on both sides of the trail, and other trail structures.
Consultant Halff Associates, Inc. (Halff) has been under contract (M&C C-29147 and City Secretary Contract No. 52483) since June 11, 2019,
providing engineering design services for Phase I and Phase II projects. To date, six amendments have been approved. Amendment No. 6 in the
amount of $428,665.00 authorized on December 14, 2021 (M&C 21-0996), was for Phase II trail alignment revision and 30% design package
resubmittal that impact both cities.
An ILA (City Secretary Contract No. 50713) with the City of Grand Prairie for its anticipated share of the design costs was administratively
executed on May 2, 2018. The terms of this ILA required the City of Grand Prairie contribute $90,000.00 for the local match. This amendment to
the ILA will increase the City of Grand Prairie's contribution by $59,412.00 for a total amount of $149,412.00 to cover an increased share of
Amendment No.6 to Halffs engineering service contract.

Funding for this project was not included in the FY2022-2026 Capital Improvement Program due to the increased scope added per Amendment
No. 6 to City Secretary Contract No. 52483. The action in this M&C will amend the FY2022-2026 Capital Improvement Program as approved in
connection with Ordinance 25073-09-2021.
CentrePort Trail Phase I and Phase II is located in COUNCIL DISTRICT 5.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: City of
Grand Prairie
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, execution of the agreement, and adoption of the attached
appropriation ordinance, funds will be deposited into the Grants Cap Projects Federal Fund for the CentrePort Trail project as appropriated. The
Park & Recreation Department (and Financial Management Services) is responsible for the collection and deposit of funds due to the City. Prior to
any expense being incurred, the Park & Recreation Department also has the responsibility to validate the availability of funds.
