AMENDING RESOLUTIONS 5375-04-2021, 5488-10-2021, AND 5512-12-2021 TO AMEND CERTAIN REDISTRICTING PROCEDURES WHEREAS the City Council on April 6, 2021, adopted Resolution No. 5375-04- 2021, accepting the Redistricting Task Force's findings and recommendations as set forth in their final report which included recommended criteria and procedures to be used in redrawing the City Council district boundaries; and WHEREAS the City Council on October 19, 2021, adopted Resolution No. 5488- 10-2021, amending Resolution No. 5375-04-2021, to incorporate the work of the reactivated and reappointed Task Force into the redistricting procedures; and WHEREAS the City Council on December 14, 2021, adopted Resolution No. 5512- 12-2021 to amend the redistricting schedule to allow more flexibility and 21-CP 320 to allow additional maps to be submitted to the Task Force; and WHEREAS, recent hearings and public comment sessions regarding redistricting have involved substantial public engagement via technology, including telephone and internet meeting platforms; and WHEREAS, the technological capabilities of the City Hall facilities provide the greatest opportunity to readily facilitate such technology -based public participation; and WHEREAS to facilitate the City Council's robust public transparency, spirited public discourse, and broad input from the public, the aforementioned resolutions must be further amended. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, as follows: 1. That the City Council hereby amends Resolution Nos. 5375-04-2021, 5488-10-2021, and 5512-12-2021 (the "Redistricting Procedure Resolutions") as necessary to provide for the following provisions: a. The required public notice for map drawing meetings of the City Council shall be 72 hours; b. The initial map selected by the Task Force, which was submitted to the City Council with the recommendation of substantial changes as a result of public input, is considered informative and instructive to the City Council, and City Council may consider the Task Force selected map, the Task Force recommended changes to that map, the public input to the Task Force, and the public discourse of the Task Force, as well as any other input, basis, and starting point for City Council map drawing and changes. Changes made to any map considered by City Council will be made public, but written explanation of each change is not required; c. The City Council shall hold one public hearing at City Hall during the month of February for the City Council proposed map and before any map is finally adopted and may hold additional pre -adoption public hearings, and the public may attend in person or via telephone, subject to technological difficulties; 2. That any and all prior actions of the City Council on matters covered by this Resolution are hereby ratified; 3. That the City Council may make changes to the procedures set forth in the Redistricting Procedure Resolutions without the necessity of further City Council action, provided the changes further the City Council's goals of public transparency, public discourse, and input from the public; and 4. That except as modified by this Resolution, all of the terms and conditions of Resolution Nos. 5375-04-2021, 5488-10-2021, and 5512-12-2021 remain in full force and effect.
