SUBJECT
(ALL) Repeal Appropriation Ordinances #25298-01-2022 and #25297-01-2022, as Approved with Mayor and Council Communication 22-0079,
and Adopt Attached Appropriation Ordinances to Increase Receipts and Appropriations in the Grants Operating Federal Fund by $73,000.00 so
as to Correct Certain Information Pertaining to One (1) Traffic Safety Grant from the Texas Department of Transportation, and Authorize Transfer of
$18,250.00 from the Justice Asset Forfeiture Fund for the City's Match Requirement
RECOMMENDATION:
It is recommended that the City Council:
1. Repeal appropriation ordinances #25298-01-2022 and #25297-01-2022 previously attached to Mayor and Council Communication 22-
0079 and approved on January 25, 2022;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Justice Asset Forfeiture Fund in the
amount of $18,250.00, from use of fund balance, for the purpose of transferring to the Grants Operating Federal Fund as the City's match
requirement; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund (1) by
$73,000.00 subject to award and receipt of grant funds, and (2) by $18,250.00, as a transfer from the Justice Asset Forfeiture Fund to satisfy
the City's match requirement, for a total of $91,250.00 for the purpose of funding the Texas Department of Transportation Fiscal Year 2023
Commercial Motor Vehicle grant.
DISCUSSION:
On January 25, 2022, City Council approved Mayor and Council Communication (M&C) 22-0079 and appropriation ordinance #25298-01-2022
and #25297-01-2022 for application to and acceptance of a Fiscal Year 2023 Texas Department of Transportation Commercial Motor Vehicle
(CMV) grant.
The appropriation ordinances attached to M&C 22-0079 were a duplication of the ordinances approved with M&C 22-0078 and were therefore
incorrect.
City Council is being asked to repeal the incorrect ordinances and enact the attached ordinances for M&C 22-0079
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas
Department of Transportation
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund and the Justice Asset Forfeiture Fund. The
Police Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an
expenditure being incurred, the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
