Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Fund in the amount totaling $19,200,000.00 from reducing fund balance for the purpose of transferring $18,000,000.00 to the General Capital Projects Fund and for the purpose of transferring $1,200,000.00 to the Grants Operating State Fund; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Capital Projects fund in the amount of $11,000,000.00, transferred from available funds within the General Fund, for the purpose of funding the Arterials — Suppl. Funds programmable project (City Project No. P00072); 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Capital Projects fund in the amount of $5,000,000.00, transferred from available funds within the General Fund, for the purpose of funding the Lakeland programmable project (City Project No. P00142); 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Capital Projects fund in the amount of $2,000,000.00, transferred from available funds within the General Fund, for the purpose of funding land acquisition for future City facilities (City Project No. 103980); 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund in the amount of $1,200,000.00, transferred from the General Fund, for the purpose of funding a grant match (City Project No. 103987); and 6. Amend the Fiscal Year 2022 Adopted Budget and Fiscal Years 2022-2026 Capital Improvement Program. DISCUSSION: As part of the year end process for Fiscal Year 2021, several projects were identified to use available fund balance from the General Fund. Those assignments were communicated to City Council in a Mayor & Council Communication (M&C) on February 8th, 2022 (M&C 22-0088). The purpose of this M&C is to appropriate funds for those projects not previously appropriated. Staff will propose contract execution in future M&Cs, as needed. Recommendation #2 - $11,000,000.00 for arterials In the development of the 2022 Bond Program, $11,000,000.00 of funding for planned Mobility Improvements for Intersections and Traffic Signals were diverted to Arterials in efforts to invest as much of the 2022 Bond Program as possible to Arterial needs. This M&C will authorize the transfer of available General Fund fund balance to the General Capital Projects fund to fund the Mobility Improvements originally planned for in the 2022 Bond program. Proposed physical improvements and land use recommendations to the Nature Center included land acquisition and demolition, as necessary, of the Lakeland Addition properties from willing sellers as properties became available. The City has acquired 31 lots, leaving 44 to be purchased. The purpose of this M&C is appropriate funds to allow the City to begin contacting remaining land owners to purchase the remaining lots. Recommendation #4 - $2,000,000.00 for land acquisition The 2022 Bond Program includes construction of a new library in far northwest Fort Worth. In anticipation of voter approval, Library and Property Management have identified a suitable location for purchase available prior to the bond funds being received. The purpose of this M&C is to appropriate funds that will allow the City to secure the land, expediting the construction process. The 2018 Bond Program included funds to renovate Fire Station #26 at its current location. Due to rising construction costs and an opportunity to purchase a new plot of suitable land, it was determined that Fire Station #26 will be a newly constructed facility at a different location. Once the new building is operational, the older site will be sold. The purpose of this M&C is to appropriate funds that will allow the City to secure the land for the new location. Recommendation #5 - $1,200,000.00 for grant match The Naval Air Station Joint Reserve Base Fort Worth (NAS JRB) is consolidating its Fleet and Family Support Center and Navy College Program offices to better serve Fort Worth area military families, residents, and veterans. NAS JRB has identified a 17,000 square foot vacant structure on base to renovate for the combined services at an estimated cost of $5,900,000.00. NASJRB asked the City of Fort Worth to apply for a Defense Economic Assistance Adjustment Grant (DEAAG) through the Office of the Govenor, Texas Military Preparedness Commission, and to provide $1,200,000.00 in local matching funds. The grant was awarded to the City in January of 2022 and acceptance will be presented for approval via M&C at the next regularly scheduled Council meeting. The purpose of this M&C is to appropriate the requested matching funds. Budgetary Impact The action in this M&C will amend the Fiscal Year 2022 Adopted Budget as approved in connection with Ordinance 25073-09-2021, Section 1. Projects being appropriated with this M&C were not included in the Fiscal Years 2022-2026 Capital Improvement Program. Approval of this M&C will amend the CIP in accordance with Ordinance 25073-09-2021, Section 6, page 22. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in fund balance within the General Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the respective funds or projects.
