RECOMMENDATION:
It is recommended that the City Council authorize execution of a contract with the Fain Group, Inc., in the Amount of $1,048,541.07 for the
Construction of 8th Avenue Safety and Circulation Improvements Project (City Project No. 102842).
DISCUSSION:
This Mayor and Council Communication is to authorize a construction contract for of 8th Avenue Safety and Circulation Improvements project to
upgrade 8th Ave and Cooper St and 8th Ave and Mistletoe Boulevard intersections. Improvements on 8th Avenue from Cooper to Pennsylvania will
consist of removing some curbs and widening the 8th avenue paving to add a turn lane in collaboration with the new Cook Children's Medical
Center building off 8th Ave and will also include new traffic signals, pavement markings, sidewalks and ADA ramps. Improvements at the 8th
Avenue and Mistletoe intersection will include adding raised medians to eliminate the eastbound left -turn movement from Mistletoe Blvd onto 8th
Avenue and also includes adding ADA ramps and pavement markings.
On October 27, 2020, Mayor and Council Communication (M&C 20-0790) authorized execution of Amendment No. 1 to City Secretary Contract
Number 53913, a Tax Increment Financing Development Agreement with the Board of Directors of Tax Increment Reinvestment Zone Number
Four, City of Fort Worth, Texas (Southside TIF), for a revised total amount of $1,550,000.00 to fund the 8th Avenue Safety and Circulation
Improvements project.
The project was advertised for bid in the Fort Worth Star -Telegram on December 02, 2021 and December 09, 2021. On January 06, 2022 the
following bids were received:

The project has enough funds for cost required for project management, inspection, material testing and project contingency. Funding is budgeted
in the TPW Dept Highway & Street Department's TIRZ-General Capital Fund for the purpose of funding the 8th Avenue Safety -Circulation
Improvment project, as appropriated.
This project will have no impact on the Transportation and Public Works annual operation budget when completed.
DVIN OFFICE — FAIN GROUP, INC, is in compliance with the City's Business Equity Ordinance by committing to six percent Business Equity
participation on this project. The City's Business Equity goal on this project is fourteen percent. An acceptable Good Faith effort was submitted.
This project is located in COUNCIL DISTRICT 9.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the TIRZ - General
Capital Fund for the 8th Ave Safety -Circulation Imp project to support the approval of the above recommendation and execution of the contract.
Prior to any expenditure being incurred, the Transportation & Public Works Department has the responsibility of verifying the availability of funds.
