DISCUSSION: On December 12, 2019, Mayor and Council Communication (M&C) 19-0381, the City Council authorized a contract with Synagro of Texas -CDR, Inc., in the amount of $58,001,558.00 for the Village Creek Water Reclamation Facility Biosolids Management and Beneficial Reuse project (City Project No. 101961). The contract was subsequently revised by Change Order No. 1 in the amount of $96,445.00 administratively authorized August 27, 2021 that provided for the installation of aviation safety lighting on top of two storage silos. This M&C is to authorize execution of Change Order No. 2 in the amount of $81,696.00 to City Secretary Contract No. 53332 with Synagro of Texas -CDR, Inc., for the Village Creek Water Reclamation Facility Biosolids Management and Beneficial Reuse project for a revised contract amount of $58,179,699.00. This Change Order provides for professional services to amend the air permit for the Village Creek Biosolids Management and Beneficial Reuse Facility (VCBMBR). The current air permit allows VCBMBR to use natural gas as fuel for the new biosolids dryer. The City is working on a project to deliver biogas produced at the Village Creek Water Reclamation Facility to VCBMBR so that it can be used as a supplemental fuel source for the dryer. The air permit amendment is required to allow biogas to be utilized as a supplemental fuel source. Funding for this change order has already been appropriated in the Water & Sewer Capital Project Fund. This project is located in COUNCIL DISTRICT 5 and serves the entire city. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the W&S Capital Projects Fund for the VCWRF Biosolids Mgmt and Reuse project to support the approval of the above recommendation and execution of the change order to the contract.
