SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 20 12-2013 in the
Budget of the City Muou8er` there obaU also he iouncuo*d estimated receipts and appropriations in the
Culture and Tourism Fund in the amount of$59D'583.00. decreasing the assigned fund balance 6y the same
amount, for the purpose ofpurchasing Axminster carpet 6vr the Public Event Department.
SECT/ON2.
That should any portion, section or part of scoduo of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judprient shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, vvhio6 said remubmg
provisions shall 6u and remain in fb|} force and effect,
SECT ION 3.
That this ordinance o6ul| be cumulative of Ordinance No. 20411'09'2012 and all other ocdivaooeo and
appropriations amending the same except in those instances w6ono the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in vv6io6 ioaruooe said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Supplemental Appropriation Ordinance Increasing Receipts and Appropriations in the Culture and
Tourism Fund in the Amount of$598,582.00 and Authorize Purchase of Carpet for the Public Events
Department from Couristan, Inc., for the Fort Worth Convention Center in the Amount of$598,582.00
(COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached supplemental appropriation ordinance increasing appropriations in the Culture and
Tourism Fund in the amount of$598,582.00 and decreasing the assigned Cultural and Tourism Fund
balance by the same amount; and
2. Authorize the purchase of carpet for the Public Events Department from Couristan, Inc., for the Fort
Worth Convention Center in the amount of$598,582.00.
DISCUSSION:
The Public Events Department plans to purchase approximately 19,800 square yards of custom-design
Axminster carpet and 13,000 linear feet of six-inch nylon carpet for the wall base to replace the existing
carpet in the Fort Worth Convention Center(FWCC) ballroom, meeting rooms and various pre-function
spaces. The existing carpet is eleven years old, has reached the end of its expected life and is showing
the effects of normal wear and heavy usage. In order to maintain a high quality appearance the carpets
must be replaced every eight to eleven years.
The Invitation to Bid consisted of specifications and drawings detailing the design, quality, locations and
approximate amount needed. The recommended vendor provided the lowest per square yard price and
Public Events staff agrees the recommended bid meets specifications.
This purchase is for carpet only, installation will be provided by a current City contractor. The City owns
the design rights to the ballroom carpet design.
BID ADVERTISEMENT - The bid was advertised in the Fort Worth Star-Telegram every Wednesday from
December 5, 2012 through January 23, 2013. Seventy-nine vendors from the vendor database were sent
bid notifications; three bid responses were received.

PRICE ANALYSIS -The last custom carpet purchased for the FWCC was in 2010. The delivered price
was $41.78 per square yard (M&C G-16989). The square yard price for this purchase is $29.27 per

square yard for the custom carpet and $1.45 per linear foot for the wall base. This is not an equivalent
comparison, however, because of the design element and carpet type.
M/WBE OFFICE.- A waiver of the goal for MBE/SBE subcontracting requirements was requested by the
Purchasing Division and approved by the M/WBE Office because the purchase of goods or services is
from sources where subcontracting or supplier opportunities are negligible.
ADMINISTRATIVE CHANGE ORDER -An Administrative Change Order or increase may be made by the
City Manager in the amount up to $50,000.00 and does not require specific City Council approval as long
as sufficient funds have been appropriated.
The Fort Worth Convention Center is located in COUNCIL DISTRICT 9, but serves all COUNCIL
DISTRICTS.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendation
and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the Culture and Tourism Fund. Upon approval, the assigned fund
balance of the Culture and Tourism Fund will exceed the minimum reserve, as outlined in the Financial
Management Policy Statements,
