SECTION 1.
That in addition to those arnounts allocated to the various City departments fbr Fiscal Year 2012-2013 in the
Budget of the City M000ger, there obu|\ also be increased estimated receipts and appropriations in the
Capital Projects Reserve Fund in the amount of $191,418,00, from ovoi|ob1c funds, for the purpose of
transferring said funds to the General Fund for additional scope and web-based application of the oil and gas
pipeline Geographic Information System mapping and database project.
SECTION 2.
That ohoo|J any portion, a*:kon or pad of section of this ordinance be declared invalid, inoperative or
void for any reason by a court ofcornpetent jurisdiction, such decision, opinion or judgment shall in no way
impair the zeruoiniu8 portions, sections, or parts of sections of this ordinance, which said remaining
provisions u6u|| be and remain in 6u|| force and effect-
SECTION 3.
That this ordinance o6o)| be cumulative of Ordinance Mw. 20411-09'2012 and all other ordinances and
appropriations arnmudiug the same except In those ioetnuoeu where the provisions of this ordinance are in
direct conflict with such other ordinances arid appropriations, in vv66uh instance said conflicting provisions
o[said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Amendment No. 1 to City Secretary Contract No. 42046 with Pacheco Koch in the Amount of
$191,418.00 for Additional Scope and Web-Based Application of the Oil and Gas Pipeline Geographic
Information System Mapping and Database Project for a Total Contract in the Amount of$268,938.00 and
Adopt Appropriation Ordinances (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Capital Projects Reserve Fund in the amount of$191,418.00 from available funds;
2. Authorize the transfer in the amount of$191,418.00 from the Capital Projects Reserve Fund to the
General Fund;
3. Adopt the attached appropriation ordinance increasing estimated receipts in the General Fund in the
amount of$191,418.00 from available funds; and
4. Authorize the execution of Amendment No. 1 to City Secretary Contract No. 42046 with Pacheco Koch
in the amount of$191,418.00 for additional scope and web-based application of the Oil and Gas Pipeline
Geographic Information System Mapping and Database Project.
DISCUSSION:
On July 19, 2011, (M&C G-17317) the City Council approved a contract with Pacheco Koch for design of
the Oil and Gas Pipeline Geographic Information System Mapping and Database Project. The terms of
the contract provided for design and implementation of a database application and GIS layer to track
natural gas pipelines that impact City properties.
During the design phase of the database application Staff determined that the initial scope of the project
would need to be expanded to include all pipeline activities associated with natural gas drilling, including
freshwater and saltwater pipeline permits and Agreements, review of pipeline alignments by various
departments, and compatibility with existing and future City IT systems. Additionally, it was determined
that a web-based application would provide long-term functionality of the application across City
departments and systems.
The concept design and prototype of the database application have been completed with input from Staff
in the Planning and Development, Water, Transportation and Public Works, and Parks and Community
Services Departments.

The initial approved amount of this contract was $87,130.50 however the contract cost was reduced to
$87,101.00 and only $52,520.00 of the contract amount was spent leaving a remaining balance of
$34,581.00. Amendment No. 1 to this contract will provide for reimbursement of the expanded scope,
preparation and implementation of the web-based application and technical support for one year at a cost
of$191,418.00 ($225,999.00 less the $34,581.00 remaining)for a total contract cost of$243,938.00 in
City funds. Additionally, a Pipelines and Informed Planning Alliance (PIPA)grant of$25,000.00 (M&C G-
16593)was used to initiate the project bringing the total cost of services to $268,938.00,
M/WBE Office: A waiver of the goal for MBE/SBE subcontracting requirements was requested by the
Department and approved by the M/WBE Office, in accordance with the M[WBE or BIDE Ordinance,
because the application of the provisions of this ordinance will impose an economic risk on the City or
unduly delay acquisition of the goods or services.
FISCAL INFORMATION I CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the Capital Projects
Reserve Fund.
