AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE RED LIGHT CAMERA ENFORCEMENT FUND IN THE
AMOUNT OF $210,297,98, DECREASING THE ASSIGNED RED LIGHT CAMERA
ENFORCEMENT FUND BY 'THE SAME AMOUNT, FOR THE PURPOSE OF
TRANSFERRING SAID FUNDS TO THE SPECIALLY FUNDED CAPITAL
PROJECTS FUND FOR THE HARRIET CREEK BRIDGE SAFETY
IMPROVEMENTS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Red
Light Camera Enforcement Fund in the amount of$210,297.98, decreasing the assigned Red Light Camera
Enforcement Fund by the same amount, for the purpose of transferring said funds to the Specialty Funded
Capital Projects Fund for the Harriet Creek Bridge Safety Improvements.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20411-09-2012 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
|tiSrecommended that the City Council:
1. Adopt the attached supplemental appropriation ordinance increasing estimated receipts and
appropriations in the Red Light Camera Enforcement Fund in the amount of$210,297.98 and decreasing
the assigned Red Light Camera Enforcement Fund balance by the same amount;
2. Authorize the transfer in the amount of$210,297.98 from the Red Light Camera Enforcement Fund to
the Specially Funded Capital Projects Fund [orthmpurponmnfHmrriet {|reekBridQe Safety Improvements;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Specially Funded Capital Projects Fund in the amount of$21O.207.Q8 from available funds; and
4. Authorize the execution of a contract with 2L Construction LLC, in the amount of$154,117.00 for safety
improvements on Harriet Creek Bridge /SH114-CowboyTnsi|\.
DISCUSSION:
The Harriet Creek Bridge Improvements will improve the safety of pedestrians, including school children,
an they use the Harriet Creek Bridge Gn route Vo Carla Love Elementary School. The project wiUadda
concrete barrier, hand rail, and additional sidewalks and will restripe the approach pavement on either end
of the bridge.

In addition to the contract amount, additional funding is required for design fees, staff costs and
contingencies in the amount of$56,180.98.
M/WBE Office: 2L Construction LLC, is in compliance with the City's Business Diversity Ordinance by
committing to 26 percent MBE participation on the project. The City's MBE goal on this project is 13
percent.
This project is located in COUNCIL DISTRICT 2, Mapsco 642K.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and the adoption of the attached supplemental appropriation ordinance and appropriation ordinance,
funds will be available in the current capital budget, as appropriated, in the Specially Funded Capital
Projects Fund.
