SCOPE OF SERVICES
In proving that a facially neutral policy, in this case a blanket exclusion of all individuals on the
basis of their criminal background, has a disparate impact and disproportionate effect on
members of a protected class (Race: African American; Sex: Male), the following research, data
analysis and reporting is necessary:
• Research, analysis and reporting showing that certain populations, in particular African
American Males, are more likely to be arrested and convicted than members of other
groups.
• Research, analysis, and reporting on recidivism rates, with a focus on the severity, type of
criminal offense and the lapse of time between offenses.
• Research, analysis, and reporting on demographic data for the subject property, 6058
Stoneybrook, Fort Worth, TX, 76112, with an analytical lens focusing on the concentration
of racial residential segregation versus the collective demographics of Fort Worth as a
whole. (i.e. housing opportunities)
The research, analysis and final report should answer the question: In Tarrant County, Texas,
would an apartment complex policy to reject any rental applicant with a criminal record
adversely affect black males?
* City shall have the option, in its sole discretion, to renew this Agreement under the same terms
