With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order 1:03 p.m. on Tuesday,
May 17, 2022, in the City Council Conference Room 2020 of the Fort Worth City Hall,
200 Texas Street, Fort Worth, Texas.

City Manager David Cooke introduced Council Member Carlos Flores to present the
following:
-Presentation of Proclamation for Marshal Appreciation Week
-Presentation of Certificate of Recognition for Marshal Leland Weber
-Presentation of Certificate of Recognition for Marshal Mario Guevara
City Manager David Cooke called upon Richard Zavala, Parks and Recreation
Department to introduce Joel McElhany as the new Assistant Director in Parks and
Recreation.
City Manager David Cooke called upon Dana Burghdoff to recognize employees involved
with the 2022 Bond Program and Charter Amendment Election.
c. Informal Reports
22-069 Alleyway Maintenance Program Update -Victor Turner
Council Member Beck - Provide information on the evaluation of which
alleyways are included in the Alleyway Maintenance Project and
recommendations other maintenance method options other than mowing.
Mayor Pro tem Bivens - Provide information on how residents can obtain
information on submitting complaints regarding alleyways when that alleyway is
not in the rotation for maintenance.
Council Member Nettles - Provide information on a process for residents to
submit receipts for reimbursement of alleyway maintenance by residents and the
height of grass for it to a code violation.
Council Member Flores - Provide information on implementing a program that
allows residents to purchase alleyways.

Council Member Crain - Provide a feasibility analysis of extending the days that
City pools are open.
2. Questions Regarding Significant Zoning Cases for May 24, 2022, Council Meeting
There were no questions regarding City Council Action Items for the May 24, 2022,
Council meeting.

4. Fort Worth Stock Show and Rodeo 2022 Economic Impact Report—Matt Carter and
Brad Barnes, Fort Worth Stock Show and Rodeo
Mayor Pro tem Bivens requested discussions on how Council could assist the Stock
Show and Rodeo increase diversity of attendees.
Council Member Flores - recommended streamlining the process for staging rideshare
vehicles waiting for passenger pickup.
Council Member Williams - requested discussions on how Council could assist the Stock
Show and Rodeo to increase participation in special events by minority children.
Council Member Firestone - requested discussions on the future of the equine capital
impact, a better definition of equine capital impact and how the City can assist with the
growth and development of this type of capital impact.

5. Presentation of Proclamation for Emergency Medical Services Week
City Manager David Cooke introduced Council Member Carlos Flores to present a
proclamation honoring Emergency Medical Services Week.
6. Medstar Update-Valerie Washington, City Manager's Office and Kenneth Simpson,

7. Update on Future City Hall—Dana Burghdoff, City Manager's Office and Tanyan
Farley,Athenian Group
Dana Burghdoff and Tanyan Farley provided update.
8. Update on Mary's Creek Water Reclamation Facility Permit—Chris Harder,Water
Chris Harder provided update.
9. City Council Requests for Future Agenda Items and/or Reports
Council Member Beck - Requested information on the process for remedying that issue
or recommendations for remedying the issue of City sewer lines located on a property
that are not recorded on deeds.
Council Member Nettles - Provide information on a process for residents to submit
receipts for reimbursement of alleyway maintenance by residents and the height of grass
for it to a code violation.
ADJOURNMENT
There being no further business, Mayor Parker adjourned the meeting at 3:46 p.m.
