AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF
$247,890.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING
MAINTENANCE AND SUPPORT TO THE COURTVIEW CASE MANAGEMENT
SYSTEM AND O' HER ENHANCEMENT PROJECTS; PROVIDING
FOR A SEVERAWLITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL, ORDINANCES IN CONFLICT
HERFW1TH1- AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $247,890.00, from available funds, for the purpose of funding
maintenance and Support to the Courtview Case Management System and other technology enhancement
projects.
SECTION 2,
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3,
That this ordinance shall be cumulative of Ordinance No. 204 1 1-09-20 1 2 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Amendment No. 3 to City Secretary Contract No. 35728 with CourtView Justice Solutions for
Thirty-Seven Additional User Licenses Including Support and Maintenance and Adopt Appropriation
Ordinance in the Amount of$247,890.00 for This Cost and Other Technology Enhancement Projects in the
Municipal Court Services Department (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize an amendment to City Secretary Contract No. 35728 with CourtView Justice Solutions (CJS)
for thirty-seven additional user licenses. The amendment shall include the additional licenses to the
annual service Agreement and authorize the increased cost for the Agreement year; and
2. Adopt the attached appropriation ordinance, increasing estimated receipts and appropriations in the
Special Trust Fund, Municipal Court Technology Project by the amount of$247,890.00 from available
funds for the purpose of funding maintenance and support to the CourtView Case Management System
and other technology enhancement projects.
DISCUSSION:
On January 22, 2013, the Municipal Court Services Department upgraded its current case management
system to the vendor's most recent version. As a part of this upgrade, there was also a requirement to
migrate document images from the older Visiflow software to the new imaging system, NetDMS. After
months of preparation, the upgrade was implemented. The upgrade included a "license manager" which
was not previously implemented. As a result, it was determined that the City's current license count of 93
was not sufficient, especially during the peak operating times. In order for the department to operate
efficiently and provide effective customer service, it is necessary to add the additional 37 licenses. This
amendment will increase the current number of licenses to 130, which will insure adequate licensing at all
times.
In addition, the Court has three pending technology projects that will require additional appropriations in
the Technology Fund. These projects include an electronic docket and information display system, two
replacement high-speed Cannon batch scanners, finalization of Phase II Financial Reconciliation, and
case management system enhancements.
M/WBE Office: A waiver of the goal for M/WBE subcontracting requirements was requested by the
Municipal Court Services Department and approved by the M/WBE Office because the purchase of goods
or services is from sources where subcontracting or supplier opportunities are negligible.
