INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 22-087 To the Mayor and Members of the City Council June 21, 2022 Page 1 of 7 i i7 Y SUBJECT: 2021 4T" OF JULY FIREWORK COMPLAINTS r6 IV JAL Yg7'3 This informal report provides heat maps for complaints related to fireworks for the 4th of July weekend 2021. Fireworks patrol units were stood up using additional resources on overtime during high suspected illegal fireworks activity. Units are assigned to respond citywide to calls for service and attempt to serve all areas and council districts equally; however, some locations are deemed unsafe to enter for fire personnel by the Fort Worth Police/Fire Department. Where life safety or significant property damage issues were reported, every attempt is made to intervene after a thorough risk analysis and inventory of available fire and police resources. The response goals include: • Primary Goal: To ensure Fire Operations and Fort Worth Police Department resources are available to respond to emergencies and high priority calls for service. • Firework Hotline: A specific telephone "hotline" was dedicated to report fireworks. The intent of this dedicated phone line was to prevent the 9-1-1 system from being the primary contact method for the public which would have placed the 9-1-1 system at risk of call overload and increase risk of call delays for actual 9-1-1 emergencies. • Enforcement Objective: The response is multi-faceted and scalable depending on several factors. While there is an Arson and police response portion of the plan, it is worth noting such initiatives as public education and information, communications and 911 system management, crowd and traffic control, resource management, heat mapping, social media, are all considerations that are included in the plan leading up to the holiday. The heat maps below demonstrate that all areas of the city are impacted however there are areas of higher complaints. Please see below. Please note: Count statistics for fireworks complaints/incidents are usually grouped into days separated by the 8.00am shift change. For example, complaints/incidents reported as occurring on "July 4" occurred between July 4 8.00am and July 5 8.00am. The purpose for this is that a fireworks complaint occurring on July 5 at 1.00am would typically be characterized as occurring on "the night of July 4."
