SUBJECT: MONTHLY DEVELOPMENT ACTIVITY REPORT 1q irn { 1875 This Informal Report is in response to the City Council's request to receive a monthly update on development activity within the City and the measures staff are using to improve the development process. Staff also generates a monthly report to keep the Council informed of the volume of development activity, process improvements and staff's performance in implementing changes and improving the delivery of plan review and permits. This activity report consists of metrics associated with building permits, infrastructure, stormwater development, and water development plan review. It provides updates on continuous development process improvement efforts. The monthly Development Activity Report and the Change of Occupancy Business Process Improvement Plan are attached for your use and information. SUBJECT: MONTHLY DEVELOPMENT ACTIVITY REPORT 1875 Development Support Services • The Overall Customer Service Satisfaction was 67% for either Very Positive or Somewhat Positive for May 2022, based on 61 out of 78 responses. This is down from 74% for either Very Positive or Somewhat Positive for April 2022, based on 53 out of 72 responses. The majority of the negative responses were related to a dissatisfied customer experience and the permitting process being too complicated or slower than expected. Other concerns included a lack of overall customer service such as receiving inaccurate information from Customer Service Representatives over the telephone, or the website was difficult to navigate and the List of Required Documents were not accurate. Most respondents did not provide contact information. We attempted to contact a few of the respondents but were unsuccessful and received voicemails. Other respondents did not provide any feedback as to why they had a negative experience. • In May 2022, 6 out of 8 customers surveyed thought that our Inspections team was Extremely Helpful or Very Helpful. In April 2022, 4 out of 4 customers surveyed thought that our Inspections team was Extremely Helpful or Very Helpful. • Chart A shows survey responses for May 2022. Building permits submitted prior to April 1 , 2022 were allowed to follow the previous building codes as such, there was a dramatic increase in permit activity in March. April and May building permit activity returned to normal volumes. A standing meeting with Voice of Business (City staff) has been established to coordinate and monitor implementation. SUBJECT: MONTHLY DEVELOPMENT ACTIVITY REPORT 1875 Business Process Improvement — Pre-Platting/Platting Process • Voice of Business (City staff) and Voice of Customer (development community) met on May 10tn for an all-day Kaizen Event meeting to identify common issues and to generate recommendations for improvement in the Pre-Platting / Platting process. The meeting was facilitated by a Lean Six Sigma Master Black Belt consultant. Recommendations were identified and discussed at the meeting. The next step is for staff to prepare the report of recommendations and to work with stakeholders to implement them. • The list of recommendations will be presented to DAC on June 23, 2022. The recommendations report will follow in August 2022. Current Challenges • Technical Difficulties The city's permitting and development software has experienced several outages over the last year. This issue causes difficulty for applicants in uploading information and responding to approval conditions. DSD and ITS are currently negotiating with our external partners on potential upgrades and/or changes to the software support systems aimed at eliminating downtime. One of the first improvements ITS wil be implementing is bring up three (3) new servers the week of Jun 13tn Once the servers are online, ITS will then implement load balancing and scripting for the servers the following week. These efforts will increase the computing power and storage capacity of Accela. • Inspection delays The City's building and electrical code inspections have been delayed at times due to current staffing shortages. Although the City has entered into a contractual agreement for 3rd party inspections, the demand for inspections continues to exceed capacity. DSD is currently working with the Purchasing Department to publish a request for proposal (RFP) aimed at contracting with multiple 3rd Party companies that can help meet the current demand.
