SUBJECT: CITY FACILITY NAMING POLICY AND PROCESSES

The City's facility naming policy was initially adopted in 1980 (Resolution No. 725) and amended
in 2005 (Resolution No. 3253-09-2005). The policy requires that recommendations for naming
City-owned facilities be submitted to the City Council with evaluations from the appropriate City
department and the City Manager's Office. The policy also requires that if a recommendation is to
name a facility after an individual, the individual should be deceased, except in very limited
circumstances when a living individual has made extraordinary contributions for the betterment of
all of Fort Worth. The recommendation should also include the individual's biographical sketch
and documentation of their contributions to Fort Worth.
The naming policy applies to all City facilities, and departments use different naming processes
consistent with the policy. The processes used for different facilities vary based on several
factors, such as the type of facility, significance of the facility, degree of public access to the
facility, individual contributions to the facility, and requests from City Council members. Examples
of naming processes used by different departments include the following.
• Council members typically initiate renaming processes for City streets, and Transportation
and Public Works reviews with the Fire Department and notifies affected property owners
and community organizations.
• The Park and Recreation Department has a naming process for parks and park facilities,
which includes additional naming criteria and a recommendation from the Park and
Recreation Advisory Board.
• The Library Department created a public input process for naming some of the branch
libraries.
• The Economic Development Department recommended renaming the Business
Assistance Center to honor Devoyd Jennings, based on a request by Southeast Fort
Worth, Inc.
• The Aviation Department recommended renaming Alliance Airport to honor Ross Perot,
Sr., based on a request by Councilmember Firestone and Hillwood.
The City Council of course has the final authority to approve facility names with any process
used. Staff finds that the variety and flexibility of naming processes to implement the naming
policy are beneficial given the variety of City facilities and stakeholders.
