I. Call to Order.
With a quorum present President Bivens called the meeting to order for the Board of Directors of
the Fort Worth Local Development Corporation (Corporation) at 1:01 p.m. on Tuesday, May 11,
2021, in the City Council Conference Room, Room 2020 of the Fort Worth Municipal Building,
200 Texas Street, Fort Worth, Texas.
II. Written Reports
a. Financial Report through March 2021
b. Update on Southwest Courthouse
III. Presentations
There were no presentations.
IV. Action Items
a. Approval of March 23, 2021, Meeting Minutes.
Motion was made by Trustee Flores and seconded by Trustee Shingleton to approve the April 20,
2021, minutes of the Corporation. The motion passed 8-0. Price absent.
b. Consider and Adopt the Fort Worth Local Development Corporation-Funded Project
Policy and Express Intent to Designate a Total of $7,000,000 in Fiscal Year 2022 for
Selected Projects

Ms. Brenda Hicks-Sorensen, Assistant Director of Economic Development, provided a recap of
the policy.
Motion was made by Trustee Zadeh and seconded by Trustee Shingleton to approve Resolution
No. FWLDC-2021-03, Adopting the Fort Worth Local Development Corporation-Funded Project
Policy and Express Intent to Designate a Total of $7,000,000 in Fiscal Year 2022 for Selected
Projects. Motion passed 8-0.
c. Consider and Adopt a Resolution Authorizing the Donation of$1,000,000 to the City of
Fort Worth for the Economics Incentives Fund
Ms. Brenda Hicks-Sorensen, Assistant Director of Economic Development, provided a recap of
where the funding for this donation came from.
Motion was made by Trustee Shingleton and seconded by Trustee Crain to approve Resolution
No. FWLDC-2021-04, Authorizing the Donation of$1,000,000 to the City of Fort Worth for the
Economics Incentives Fund. Motion passed 8-0. Price absent.
V. Executive Session: President Bivens convened the executive session at 1:11 p.m. to discuss
the following items:
A. Seek the advice of its attorneys about any matter regarding the following in which the
duty of the attorney under the Texas Disciplinary Rules of Professional Conduct of the
State Bar of Texas clearly conflicts with the Texas Open Meetings Act (Tex. Govt.
Code Section 551.071): (i) legal issues related to any current agenda items
B. Discuss the purchase, sale, lease or value of real property, as authorized by Section
551.072 of the Texas Government Code. Deliberation in an open meeting would have
a detrimental effect on the position of the Corporation in negotiations with a third party;
and
C. Discuss or deliberate negotiations relating to any economic development negotiations,
as authorized by Section 551.087 of the Texas Government Code.
President Bivens adjourned the executive session at 1:28 p.m.
President Bivens reconvened the regular session of the Fort Worth Local Development
Corporation at 1:29 p.m.
VI. Future Agenda Items
There were no requests for future agenda items.
VII. Adjourn
With no further discussion, President Bivens adjourned the meeting of the Fort Worth Local
Development Corporation Board at 1:30 p.m. on Tuesday, May 18, 2021.
