FIRST AMENDMENT
TO CITY SECRETARY CONTRACT NO. 55591
This Amendment ("Amendment") is made and entered into by and between the City of
Fort Worth ("City") and Fort Worth SPARC ("Agency")by through their duly authorized agents.
City and Agency may be referred to individually as "Party" and jointly as "Parties."
WHEREAS the City of Fort Worth("City")and Fort Worth SPARC("Agency")made and
entered into City Secretary Contract No. 55591 ("Contract");
WHEREAS, City receives grant monies from the United States Department of Housing
and Urban Development (HUD) through the Community Development Block Grant (CDBG)
Program, Program No. B-20-MW-48-0010, Catalog of Federal Domestic Assistance No. 14.218;
WHEREAS, City has received an additional allocation of CDBG grant monies under the
Coronavirus Aid, Relief, and Economic Security Act ("CARES" Act), referenced by HUD as
"CDBG-CV3";
WHEREAS,pursuant to Section 3 of the Agreement,the contract may be extended if such
extension is necessary for completion of the program and is authorized, and the Agency is
requesting an amendment to extend the term of the agreement through September 30, 2022, as
reflected in the attached amended Exhibit A;
WHEREAS, City believes that the requested amendment will help Agency meet the
program's goals and further the interests of both Agency and City; and
WHEREAS,it is the mutual desire of City and Agency to amend the Contract to complete
the Program and meet Contract objectives.
NOW,THEREFORE, City and Agency hereby agree to amend the Contract as follows:
I.
EXHIBIT"A"—PROGRAM SUMMARY attached to the Contract is hereby deleted and replaced
in its entirety with EXHIBIT"A" Revised 06/10/2022, attached hereto.
H.
This amendment is effective as of July 1, 2022 and Agency may request reimbursement for
allowable costs directly related to implementation CDBG CV3 funds.
III.
All terms and conditions of the Contract not amended herein remain unaffected and in
full force and effect, are binding on the Parties and are hereby ratified by the Parties. Capitalized
terms not defined herein shall have the meanings assigned to them in the Contract.

CAMP SPARC PROGRAM SUMMARY: CDBG CV3

PROGRAM:
CAMP SPARC will provide educational services to Fort Worth students residing in the zip code
known as 76105. The goal of the program is to provide academic enrichment,tutoring,acceleration
and social emotional supports to CAMP SPARC students.The Program responds to the COVID-19
Pandemic by delivering educational programming virtually and in person to students suffering
learning loss. CAMP SPARC will focus upon re-engagement of ALL students and their families
in the educational process.These services will include hands on,10:1 student teacher ratios,STEM
with an emphasis on literacy, visits by local adult leaders and Animal Education. The program
will be delivered by CORE 21 educational experts and the local faculty members trained in the
CAMP SPARC methodology with enrichment visits delivered by SPARC. Eligible clients are
defined as residents of 76105,which is the most impoverished zip code in Tarrant County and our
sole zip code ranked on the State of Texas' top 25 list, as 3rd of 25. Participants will be required to
provide proof of residency in zip code 76105 to confirm eligibility.
CDBG-CV funds will be used to pay for educators, supplies and their delivery, and
administrative costs associated with the reimbursement accounting.
