AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE AVIATION GAS LEASE CAPITAL PROJECT FUND,
IN THE AMOUNT OF $229,338.00, FROM AVAILABLE FUNDS, FOR THE
PURPOSE OF FUNDING THE FTW GATE 1 TURN LANE DESIGN PROJECT
(CITY PROJECT NO. 104125); PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Aviation
Gas Lead Capital Project Fund in the amount of$229,338.00,from available funds,for the purpose of funding
the FTW Gate 1 Turn Lane Design project(City Project No. 104125).
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an engineering services agreement with Garver LLC.in the amount not to exceed$229,338.00 for design and
bidding support services for the Gate 1 Turn Lane project at City of Fort Worth Meacham International Airport(City Project No. 104125);
2. Adopt attached appropriation ordinance increasing estimated receipts and appropriations in the Aviation Gas Lease Capital Project Fund,
in an amount of$229,338.00,from available funds,for the purpose of funding the FTW Gate 1 Turn Lane Design project(City Project No.
104125);and
3. Amend the Fiscal Years 2022-2026 Capital Improvement Program.
DISCUSSION:
The Aviation Department is seeking Council approval to authorize the execution of an engineering services agreement with Garver LLC.(Garver)
in the amount not to exceed$229,338.00 for design and bidding support services for the Gate 1 Turn Lane project(Project)at City of Fort Worth
Meacham International Airport(Airport).
On April 20,2022 and April 27,2022,a Request for Qualifications(RFQ)was advertised in the Fort Worth Star-Telegram for"Engineering
Services at City of Fort Worth Meacham International Airport,"which included"Turn Lane Design and Construction Services"as one of the
descriptions of work.On May 12,2022,two statements of qualifications were received,and a team of three evaluators consisting of members of
the Aviation Department evaluated and scored Garver and Mead&Hunt on the following criteria:(a)recent experience of the project team with
comparable Airport projects within the last ten years(20 points possible), (b)proposed technical approach (30 points possible), (c)project design
schedule and ability to meet schedules and deadlines(20 points possible), (d)construction management experience(20 points possible),and(e)
public engagement(10 points possible).

The location of this Project(see attached map)is on the northeast side of the Airport at Gate 1,where traffic merges off Interstate 820(1-820)onto
US BUS 287/North Main Street(N.Main Street).Gate 1 is the primary access point for fuel trucks and other large vehicles to enter the Airport,and
this turn lane will allow for traffic exiting 1-820 adequate time to slow down and stop at Gate 1 prior to entering the Airport.
Funding for this Project was not included in the FY2022-2026 Capital Improvement Program as originally both the design and construction were to
be funded by the North Central Texas Council of Governments(NCTCOG). Due to budget constraints,design will now be funded from available
funds within the Aviation Gas Lease Capital Projects fund,and construction will be funded by the NCTCOG.The action in this M&C will amend the
FY2022-2026 Capital Improvement Program as approved in connection with Ordinance 25073-09-2021.
GARVER, LLC is in compliance with the City's Business Equity Ordinance by committing to 22%Business Equity participation on this project.The
City's Business Equity goal on this project is 10%.
City of Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified-All Funds project within the Aviation Gas Lease
Cap Proj Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in
the Aviation Gas Lease Cap Proj Fund for the FTW Gate 1 Turn Lane Design project. Prior to an expenditure being incurred,the Aviation
Department has the responsibility to validate the availability of funds.
