AN ORDINANCE ORDERING A RUN-OFF ELECTION BY THE
QUALIFIED VOTERS OF COUNCIL DISTRICT 5 OF THE CITY
OF FORT WORTH, TEXAS, ON SATURDAY, THE 15"' DAY OF
JUNE, 2013, FOR THE PURPOSE OF ELECTING A COUNCIL
MEMBER FOR CITY COUNCIL DISTRICT 5.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS THAT:
SECTION 1.
GENERAL ELECTION.
A general election for the purpose of electing Council Members for City Council
Districts 2, 4, 5, and 8 was held on May 11, 2013. No candidate received a majority of the total
number of votes received by all candidates for the office of Council Member for City Council
District 5.
SECTION 2.
RUN-OFF ELECTION.
'rhe City Council hereby orders that a run-off election be held on Saturday, June 15,
2013, at which all qualified voters of Council District 5 may vote for the put-pose of electing a
Council Member for City Council District 5. The candidates in the run-off election are the
candidates who received the highest and second highest number of votes in the general election.
The candidates in the run-off election are Gyna Bivens and Frank Moss.
SECTION 3.
EARLY VOTING CLERKS.
(a) Steve Raborn, Tarrant County Elections Administrator, shall serve as the early voting
clerk. Mr. Raborn's official mailing address is:

(o) Applications for ballots by mail shall be mailed to Steve Raborn at the address set out

SECTION 4.

SECTION 5.
VOTING SYSTEM.
(u) An e|ouonuic voting system, as dubood in Chapter 121 of the Texas Election Code,
ohu|| be used for voting at the regular polling p|uoca at said e\oobou and for counting
the ballots and the tabulation of the results. The conduct *fthe election and tile use
of the electronic voting system shall be in accordance with the Texas Election Code.
(b) The Office o[the Tarrant County Elections Administrator, 2700 Premier Street, Fu/1
Worth, Texas, is established as the Central Counting Station for the ballots ouat in
Tarrant County in said election.
(u) The Central Counting Station oanocd above ubuD appoint an individual having
knowledge and experience in the conduct of elections with the electronic voting
system for vvhiob the Central Counting Station is established, as Manager of the
Central Counting Station. The Manager mbaU be in charge of overall administration
of the Central Counting Station and the general supervision of the personnel working
at the Station.

(d) Tarrant County shall appoint an individual trained in the operation of the automatic
tabulating equipment. The Tabulation Supervisors shall be in charge of the operation
of the automatic tabulating equipment.
(e) Tarrant County shall appoint an individual as Assistant to the Tabulation Supervisor.
Such assistant shall assist the Tabulation Supervisor in the operation of the automatic
tabulating equipment as directed by the Tabulation Supervisor.
(t) Tarrant County shall appoint an individual as Presiding Judge of the Central
Counting Station. The Presiding Judge shall maintain order at the Central Counting
Station and shall have such authority as may be prescribed by the Texas Election
Code.
(g) The Tarrant County polling places shall be kept open on June 15, 2013, from 7:00
a.m. to 7:00 p.m., and returns shall be made to the City Council showing the number
of votes cast for the office of Council Member for City Council District 5.
(h) The locations of the polling places for the election, except insofar as they may be
changed by the City Council, are set forth on Exhibit "B", and made a part hereof.
SECTION 6.
EFFECTIVE DATE.
Tlus ordinance shall take effect upon adoption.
