The original proposal from Landmark was received, and at that time, additional information was requested by CDM Smith. Additional information, in the form of the SJ Louis proposal, was received and reviewed by CDM Smith and subsequently discussed with Landmark. As noted in our previous discussion, the quantities in the proposal from SJ Louis were well in excess of what would be expected based on the original installation detail provided in the CDM Smith memorandum, including allowances for construction excavation tolerances. It was understood that Landmark agreed with this, and upon review of the probable construction requirements, subsequently suggested that the proposal be refined to reflect the construction and provision of the barrier at one-third of the original excavation, materials, and labor. CDM Smith discussed the revised proposal with the City and it was determined to be acceptable. As such, it is understood that the CMR-01 proposal is for a total value of $ 3,960.00. As discussed in the meeting, Landmark advised migration of groundwater within and along the pipeline trench towards the elevated storage tanlc foundation is a potential concern. Landmarlc was to confirm with their structural engineer regarding this potential situation and advise the City and CDM Smith of his/her comments. However, in effort to inhibit the potential groundwater movement along the pipeline trench, the City requested that CDM Smith provide a detail for a controlled low-strength material (CLSM) pipeline collar. Accordingly, the attached Detail BE, as shown on page 2 of this memo, is proposed for installation at approximately Station 5+60. The collar shall be at minimum of the dimensions shown and shall be placed in undisturbed earth. I understand there has been a substantial amount of time since this worl< was installed and it appears that the ball was left in our court to provide you some additional brealcdown information. When I met with Pete Stahl on site to finish up the punch list he mentioned this to me and has since provided some more information fairly quicl<ly as if it was provided, but I cannot tell that it had. The attached letter was the original proposal sent in December 2014. You responded on 5/6/15 requested additional information and a breal<down of these costs for evaluation. The second attachment provides this to include the invoice from Cow Town Redi-Mix (referencing a ship date of 2/11/15), the original proposal provided in our December letter, a specific time sheet to the worlc performed that day by SJ Louis, and a thorough breal<down of how the original number was generated. Lil<e I mentioned, I am somewhat lool<ing at this from the outside-in at this point but understand that the worl< was completed per the change order due to the ground water concern we met about previously. From on further review of this information by CorrPro, it was their conclusion that a`short' in the cathodic protection was occurring. Potential reasons for the short included metal-to-metal contact between the pipe and tunnel liner plates and/or the presence of groundwater within the tunnel. CorrPro advised that due to the `short' additional sacrificial anodes were required to protect the tunnel and pipe system as a whole. To provide a cathodic protection system that will be in compliance with the specifications due to the new conditions, a revised CorrPro design was requested. Attached to this memo are CorrPro's proposal and notes regarding CorrPro's evaluation commentary. CorrPro's proposal includes provision of the labor, materials, shipping, testing and final report associated with the supplemental cathodic protection elements. It was requested that the installation of the CorrPro provided system be performed by Landmarlc. Attached to this memo is the Landmarlc proposal for execution of this work. The cathodic protection system shall be installed in accordance with CorrPro requirements so that the system is fully protecting the installed piping/tunnel system in accordance with the specifications. If testing determines that the system is not functioning to protect the entire system, remedial activities by Landmark and CorrPro will be required. CMR-02 CMR-02Cathodc Protection Supplement 20160217.doa Page 1/10 Marshall Peterson Byron Willialns February 18, 2016 Page 2 Landmarlc shall provide and otherwise adhere to the following requirements for fulfillment of this CMR. • Extension of the cathodic protection system shall occur wholly within the limits of the temporary and permanent construction easements associated with the project, • Implementation of all applicable site safety measures including, as required, trench safety measure • All excavation spoils shall be removed from the worlc areas and grading repaired to pre-construction conditions, • Prior to initiation of the worlc associated with these proposals, Landmark shall provide the City with 72 hour notice. • Landinark shall also appropriately coordinate all utility locates within the area of excavation and construction in accordance with State of Texas and contract document requirements. • Following installation, Landmarlc shall scarify and apply seed to the disturbed areas. Further Inaintenance of the areas will not be required. • Landmarlc shall provide marlc-ups to the previously submitted record documents for review and update by CDM Smith.
