AUTHORIZING EXECUTION OF A GRANT AGREEMENT
WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR
NON-DESTRUCTIVE TESTING OF RUNWAY 16/34 AT FORT
WORTH I iEACHAM INTERNATIONAL. AIRPORT
WHEREAS, the City of Fort Worth intends to make certain improvements to the Fort Worth
Meacham International Airport; and
WHEREAS, repair of Runway 16/34 at Fort Worth Meacham International Airport is among
those improvements; and
WHEREAS, it is necessary to complete non-destructive pavement testing in order to identify
any structural weaknesses on Runway 16/34; and
WHEREAS, the City of Fort Worth intends to request financial assistance from the Texas
Department of Transportation for the required testing of Runway 16/34; and
WHEREAS, the total project cost is estimated to be up to S160,000.00 and the City of Fort
Worth will be responsible for the ten percent (10%) local match up to 516,000.00; and
WHEREAS, the City of Fort Worth names the Texas Department of Transportation as its agent
for the purposes of applying for, receiving and disbursing all funds and the administration of contracts
necessary to complete the non-destructive testing of Runway 16/34.
NOW, THEREFORE, BE IT RESOLVED BY THE: CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS THAT:
The City Manager or his designee is hereby directed and authorized to execute all contracts and
agreements with the State of Texas, represented by the Texas Department of Transportation, and such
other parties as shall he necessary and appropriate, for non-destnictive pavement testing of Runway
16/34 at Fort Worth Meacham International Airport.

HEARING:
SUBJECT: Authorize Application for and Acceptance of, if Offered, a Grant from the Texas
Department of Transportation Aviation Division in the Amount Up to $160,000.00 for Non -
Destructive Pavement Testing of Runway 16/34 at Fort Worth Meacham International
Airport, Authorize Expenditure in the Amount Up to $16,000.00 for the City's Grant Match
and Adopt Appropriation Ordinances (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for, and acceptance of, if awarded, a grant from the Texas Department of
Transportation Aviation Division for non-destructive pavement testing of Runway 16/34 at Fort Worth
Meacham International Airport in the amount up to $160,000.00;
2. Authorize the use of revenue derived from gas well drilling on City -owned airports in the amount
up to $16,000.00 to provide for the City's ten percent Grant match;
3. Adopt the attached ordinance increasing estimated receipts and appropropriations in the Airports
Gas Lease Project Fund in the amount of $16,000.00;
4. Adopt the attached resolution providing that the amount of $16,000.00 in gas well revenue funds
will be available for non-destructive pavement testing of Runway 16/34 at Fort Worth Meacham
International Airport and authorize the City Manager or his designee to execute all necessary
contracts associated with this project with the Texas Department of Transportation;
5. Authorize a transfer in the amount of $16,000.00 from the Airports Gas Lease Project Fund to the
Airport Grants Fund for the City's ten percent Grant match; and
6. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Airport Grants Fund in the amount of $176,000.00, subject to receipt of the Grant.
DISCUSSION:
Runway 16/34 at Fort Worth Meacham International Airport (Meacham) is composed of aging
pavement. The last non-destructive testing of Runway 16/34 was completed approximately 10 years
ago. The Texas Department of Transportation, Aviation Division (TxDOT) recommends pavement
testing be completed at least once every 10 years or if there is a significant change in airport
users. The 2003 testing indicated that a number of rehabilitation measures needed to be taken in
order to increase the usable life of the runway such as select slab replacement, joint sealing, crack
and spell repairs. These repairs are estimated to have extended the usable life of the runway
approximately 15 years.
The type and weight of aircrafts that use Meacham have changed significantly in the last 10 years,
along with the frequency of use of Runway 16/34. Boeing 787s and 737s, along with Airbus A-320s
use the landing field at Meacham on a regular basis. Tenants and sub -tenants are beginning to base
the new Gulfstream 650s at Meacham. The results of this new testing will provide information which

will allow both the Aviation Department and TxDOT to plan for future projects to either rehabilitate or
replace Runway 16/34.
The City will use revenue derived from gas well drilling for the City's 10 percent Grant match.
Meacham is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above
recommendations and adoption of the attached appropriation ordinances, funds will be available in
the current capital budget, as appropriated, of the Airport Grants Fund.
