ADOPTING A PASSENGER RAIL PRIORITY PLAN
WHEREAS pursuant to Resolution Nos. 4108-07-2012, 4123-09-2012 and 4187-
03-13, the City Council has appointed the Passenger Rail Working Group, which is a 15-
member task force created to make recommendations and assist the City Council as to
acceleration of the development of various passenger rail initiatives, including TEX Rail,
a proposed commuter rail line that would extend 37 miles from southwest Fort Worth to
Dallas/Fort Worth International Airport, as well as other commuter rail, high-speed rail,
and inter-city rail projects; and
WHEREAS the Passenger Rail Working Group has met regularly to receive
information and discuss matters related to potential rail corridors in and around the City
of Fort Worth, including the availability of rights-of-way; ridership forecasts; and
potential alignments, designs and operational characteristics; and
WHEREAS on March 6, 2013 the Passenger Rail Working Group voted to
recommend that both the City Council and the Board of Directors of the Fort Worth
Transportation Authority approve and adopt the attached Passenger Rail Priority Plan,
which establishes a preliminary priority for development of future rail corridors in and
around the City of Fort Worth that were identified by the Passenger Rail Working Group
during the course of its meetings;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
THAT in accordance with the Passenger Rail Working Group's recommendation,
the attached Passenger Rail Priority is hereby approved and adopted as a general guide
for the development of future rail corridors in and around the City of Fort Worth, subject
to the availability of pertinent financial resources.

Determination of Route Prelorlities Assumptions
• Route priorities were identified based on forecasted route
ridership and Working Group desires.
• The analysis conducted was based on assumptions made during
development of Mobility 2035.
• Rail stations, alignments, and train frequencies were not modified
for this anaiysis.
■ Additional considerations for selection of future corridors include
corridor ownership, station locations, demographics, funding, and
partnering agencies to name a few.
• The priorities identified are those of the FWPRWG and not
dissimilar to that of the RTC.
