FOURTH AMENDMENT TO
FORT WORTH CITY SECRETARY CONTRACT NO. 48301
This Fourth Amendment is made between the City of Fort Worth("Fort Worth"),a municipal
corporation,acting herein by and through Dana Burghdoff,its duly authorized Assistant City Manager
and("Aqua Metric Sales Company"),a registered d/b/a of Thirkettle Corporation,a California
Corporation("Consultant or Contractor")acting herein through Tommy Thirkettle,its duly authorized
President.
WHEREAS,Fort Worth and Contractor entered into an Agreement identified as Fort Worth City
Secretary Contract No.48301,executed on October 14,2016("the Agreement");
WHEREAS,the purpose of the Agreement is to facilitate the planning and implementation of
Advanced Meter Infrastructure Project(the "AMI Program");
WHEREAS,the Parties agree that due to the collaborative nature of the AMI Program,certain
changes to the Agreement are necessary to complete the AMI Program and effectuate the Agreement: and
WHEREAS,it is the collective desire of both Fort Worth and the Contractor to amend the
Agreement to memorialize the final change orders and Agreement amount based on the work completed.
NOW THEREFORE,known by all these present,Fort Worth and Contractor,acting herein by
the through their duly authorized representatives,agree to the following terms,which amend the
Agreement as follows:
1. Section 2,Term,of the Agreement is hereby amended to extend the Expiration Date to
October 31,2022. The term extension only serves to allow delivery of materials delayed by
supply chain issues.
2. Amend Exhibit A, Statement of Work,in accordance with Attachment A-1 Proposed
Contract Modifications,which is attached hereto and incorporated into the Agreement for all
purposes.
3. All other terms,provisions,conditions,covenants and recitals of the Agreement not expressly
amended herein shall remain in full force and effect.

ATTACHMENT A-1, Amendment to Exhibit A- Statement of Work
FOURTH AMENDMENT TO
FORT WORTH CITY SECRETARY CONTRACT NO. 48301
Proposed Contract Modification Requests (PCMR) were administratively approved and shall be
incorporated formally into this Amendment No. 4 to City Secretary Contract Number 48301.
1. Partial Retainage Release (PCMR 36): Aqua Metric requested partial reimbursement of
MyH2O retainage based on the acceptance of 95 percent of installations. Fort Worth agreed to
reduce the retainage on the project from 2 percent to 0.175 percent. The reduction in
percentage allowed the release of$1,078,763.21, equivalent to 95 percent of accrued
retainage.
2. Additional Retrofits (PCMR 37): The MyH2O program forecasted to have approximately
$1 M in unspent budget. As a result, Fort Worth requested Aqua Metric to assist with installation
of up to 12k smartpoints at locations where an AMI-ready meter has already been set, but the
Sensus smartpoint has yet to be installed. These 12k locations without smartpoints are a result
of growth in the City and locations where Meter Services installed the meter but not the
smartpoint (RTU's and Omni's). The additional retrofits will extend the program by up to 60
days.

3. NovusCenter Extension (PCMR 38): Fort Worth has requested that Aqua Metric make the
NovusCenter work order information available for an additional 6 months. As a result, Aqua
Metric will not decommission the NovusCenter work order data until 12/31/2022. Fort Worth will
continue to have read-only access to the work order information (including pictures). For those
additional 6 months, the work order data will be static as Aqua Metric installation will have
completed by July 2022.

4. Propagation Study (PCMR 39): Fort Worth requested that Aqua Metric complete 2
additional propagation studies for the FW AM Network. The first study includes coverage of the
existing 32 towers for existing 280k locations plus future growth identified by Fort Worth
Development. The second study includes coverage of existing towers except the Euless tower
site replaced by potential new tower at Fleetwood Pump Station for the existing 280k locations

5. Troubleshoots (PCMR 40): Fort Worth requested Aqua Metric to assist troubleshooting
locations where the smartpoint are no longer successfully communicating. According, the AMI
systems (MDMS), approximately 1500 locations have not communicated for over 3 days.
The scope of this effort includes:
- Utilizing the AMI software to identify all locations that have not communicated for greater
than 3 days
- Working with Meter Services to remove any locations that are not good candidates to
troubleshoot (i.e. — problem is network coverage not an endpoint issue)
- Create and dispatch work orders in NovusCenter
- Perform the following steps for each location
o Capture on site arrival picture
o Inspect location to identify issue:
■ Validate register and radio ID's
■ Inspect and repair cables (between register and smartpoint) as needed
■ Replace non-functioning registers
■ Replace non-functioning radios
■ Re-activate radios
o Update the Work Order with final resolution
o Return registers/radios to FW Meter Services for RMA to Sensus
o Provide regular reports to FW Meter Services to facilitate updates to FW Billing
System

Any unused materials (SRII registers or splice kits) remaining at the end of this effort will be
turned over to Meter Services.
6. Repair of Euless Tower(PCMR 41): Fort Worth requests Aqua Metric to assist with making repairs to
the AMI network equipment at the Euless site after sustaining damage from a third party performing work
for another tenant at the site. Aqua Metric will engage their certified installers to make the site visit, climb
the tower, assess the damage, and make necessary repairs. In addition, once the repairs are made,
Aqua Metric will engage Sensus to re-certify the installation. Since the damage is unknown and located
at the top of the tower, the repairs are itemized below with "as needed" if applicable and will be invoiced
only if incurred.
The cost of the repair will range from a minimum of$18,265 to a maximum $26,945. At a minimum, the
cost of$18,265 covers the replacement of the top jumper to the antenna. If the additional materials (omni
antenna and coax) need to replaced, the total cost will increase by$8,680.
The basis for the change order is to cover materials (jumper, antenna coax), equipment rental and labor
for tower installers, Sensus certification and Aqua Metric coordination and oversight. In total, we
approximate 2 days on site to correct the issue followed by 1 day for Sensus to re-certify the basestation.

7. Base Station Battery Replacement (PCMR42): Four base stations require new batteries. Each
base station contains two batteries, for a total of eight which require replacement.
