HomeMy WebLinkAbout2013/05/14-Minutes-City Council-Executive Session CITY OF FORT NVORTH, TEXAS SPECIAL CITY COUNCIL MEETING CLOSED EXECUTIVE SESSION MAY 14, 2013 After proper notice given pursuant to the Texas Open Meetings Act, Mayor Price adjourned the Council meeting of the Fort Worth City Council at 4:37 p.m. on Tuesday, May 14, 2013, to convene into the Special City Council Meeting for the closed Executive Session in the Pre- Council Chamber of the Fort Worth Municipal Building. Present: Mayor Betsy Price Mayor Pro tern W.B. "Zim" Zimmerman, District 3 Council Member Salvador Espino, District 2 Council Member Daniel Scarth, District 4 Council Member Frank Moss, District 5 Council Member Jun-us Jordan, District 6 Council Member Dennis Shingleton, District 7 Council Member Kelly Allen Gray, District 8 (Left at 4:56 during discussion of 1 b and c) Council Member Joel Burns, District 9 Staff Present: Tom Higgins, City Manager Sarah Fullenwider, City Attorney Mary J. Kayser, City Secretary Fernando Costa, Assistant City Manager Susan Alanis, Assistant City Manager Peter Vaky, Deputy City Attorney Gerald Pruitt, Assistant City Attorney Maleshia Farmer, Assistant City Attorney Police Chief Jeff Halstead Laetitia Coleman-Brown, Sr. Asst. City Attorney Jay Chapa, Interim Director of Financial Management Services Cynthia Garcia, Acting Director HOUSIng and Economic Development Robert Sturns, Acting Asst. City Attorney Dee Kelly, Jr., Kelly Hart and Hallman With a quorum of the City Council Members present, the Fort Worth City Council convened into closed Executive Session at 4:39 p.m. on Tuesday, May 14, 2013, in the Pre-Council Chamber of the Fort Worth Municipal Building to discuss matters pertaining to the following: 1. Seek the advice of its attorneys concerning the following pending or contemplated litigation or other matters that are exempt from public disclosure under Article X, Section 9 of the Texas State Bar Rules and as authorized by Section 551.071 of the Texas Government Code: CITY OF FORT WORTH, TEXAS SPECIAL CITY COUNCIL MEETING MAY 14, 2013 PAGE 2 of 2 a. Randall E. Talkington v. City of Fort Worth, City of Fort Worth Police Chief Jef fr-ey Halstead, and Officer z4brams, Cause No. 4-12-CV-585-A, U.S. District Court, Northern District of Texas; b. City of Fort Worth v. Employees' Retirement Fund of the City of Fort YVorth, Cause No. 342-262392-12, 342"`1 District Court, Tarrant County, Texas; c. Richard Vart Houton, Jr. and Stephen Hall i,. City of Fort Worth, a Tours Municipal Corporation, Civil Action No. 4:12-CV-00826-Y, U.S. District Court, Northern District of Texas, Fort Worth Division; and d. Legal issues concerning any item listed on today's City Council meeting agendas; 2. Deliberate the purchase, exchange, lease or value of real property in accordance with Section 551.072 of the Texas Government Code. Deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third party; and 3. Deliberate economic development negotiations as authorized by Section 551.087 of the Texas Government Code; and 4. Deliberate the deployment, or specific occasions for implementation, of security personnel or devices, in accordance with Section 551.076 of the Texas Government Code. There was no formal action taken by the City Council on the items discussed during the Executive Session and with no further business to be conducted, Mayor Price adjourned the meeting at 5:05 p.m. on Tuesday, May 14, 2013.
