DISCUSSION: On September 23, 2014, (M&C C-27013) the City Council authorized the execution of a construction contract in the amount of $11,800,966.00 with Sedalco, Inc., to construct a covered promenade and renovate and improve Tower Drive and Cattle Barn 2, including the Milking Parlor, at Will Rogers Memorial Center (WRMC). Overall funding for the project is provided by the proceeds of Certificates of Obligations ($9,000,000.00) and Culture and Tourism Fund ($4,079,000.00). The Southwestern Exposition and Livestock Show (SWELS) (September 23, 2014, M&C C-27012, City Secretary Contract No. 19725-A9) contract was amended to participate in the repayment of funding for the project for a total commitment of $6,867,456.20 to be paid over a period of 20 years. The proposed Change Order No. 1 is in the amount of $330,181.00 and will increase the contract amount to $12,131,147.00. The change order will increase the height of the concrete stem wall and grade beams and replace a portion of the metal wall in the Tower Drive/Cattle Barn 2 Renovation on either side of the covered promenade. The revisions will increase the long term viability of the facility, reduce the maintenance costs and improve the appearance of the covered promenade. The promenade will serve as one of the primary access points to the WRMC campus from the new multi-purpose arena. Funding for Change Order No. 1 is available from the unspecified Public Events Capital Projects Fund. The SWELS has proposed to reimburse the City up to an amount of $330,181.00 in the event original project funds, including contingency, are insufficient to fund the project, including Change Order No. 1. This reimbursement would be in addition to the commitment of $6,867,456.20 memorialized in the amendment City Secretary Contract No. 19725-A9. Any remaining allowance at the end of construction will be retained by City.
