'104-35000-361 On Monday, December 30, 1974, a Neighborhood Meeting was conducted by Engineering Division of the Public Works Department for the', Asa&sam,"',nt Pa%v- ing on Peter Smith Street. Mr. Albert J. Hopkins, owner of Lot B, Block 30, Edward Heirs Additl,ni, ,;',as the only property owner present. Mr. Schmidt explained to him the procedures concerning proposed improveizten.tri' owner participation in costs, and methods of payment. Mr. Schmidt also explained the guidelines of State Statute 11055 as to assessments and enhancement of abutting properties and that in this, case an Independent Land Appraiser would be retained to appraise the adj�icant properties in order to determine the enhancement of propertIes as a result of the street improvement. Mr. Hopkins said that he was not objecting to the improvements but that c1le cost was too high. He said he felt that Holiday Lincoln Mercury would. -, benefited far more than he. Prelisininary, plans were prepared and presented to farrant County Water ContruL taud LDprovement District No. 1, the U. S. Army Corps of Engineers, and the RaiLroad Company. Strong opposition was encountered from each of the above and Tio agreemerit was reached as to grades across the levee.
