HomeMy WebLinkAboutContract 44392-A2 (2), ��� �������� ���c� ��o �' — � AMENDMENT No . 2 TO CITY SECRETARY CONTRACT No. 44392 WHEREAS, the City of Fort Worth (CITY) and CH2M HILL Engineers, Inc., (ENGINEER) made and entered into City Secretary Contract No. 44392, (the CONTRACT) which was authorized by M&C C-26187 on the 2nd day of Apri1, 2013 in the amount of $ 767,920.00; and WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1 in the amount of $49,984 which was administratively authorized authorized on November 10, 2014; and WHEREAS, the CONTRACT involves engineering services for the following project: Village Creek Water Reclamation Facility Biosolids Implementation and Long-Term Master Plan; and WHEREAS, it has become necessary to execute Amendment No. 2 to the CONTRACT to include an increased scope of work and revised fee. NOW Tf�REFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: l. � m c-� m C m 0 � � ._ i 00 N 0 � c�, Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated 2/11/2015, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $176,739.00. (See Attached Funding Breakdown Sheet, Page -3-) 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $994,643. 3. INORTH, '�'X PROPOSED USE OF ADDITIONAL SERVICE BUDGET DESIGN SERVICES FOR VCWRF BIOSOLIDS IMPLEMENTATION AND LONG-TERM MASTER PLAN CITY PROJECT NO.: PE45 0105008 (M&C C-26187) Attachment A— Amendment No. 2 Proposal for Task 5: Biosolids and Energy Operations Support FOR VCWRF BIOSOLIDS IMPLEMENTATION AND LONG-TERM MASTER PLAN CITY PROJECT NO.: PE45 0705008 (M&C C-26187) Previously-issued Amendment No. 1 to this contract provided initial funding (in the amount of $49,984) for Task 5, Operations Support, to begin. This Amendment No. 2 provides additional funding (in the amount of $176,739) for completion of Task 5, based on the now- defined services as outlined below. The total Task 5 amount for Amendment Nos. 1 and 2 is $226,723. TASK 5. Biosolids and Energy Operations Support On a time and materials basis, CH2M HILL Engineers, Inc. (ENGINEER) will provide engineering support to the City of Fort Worth (CITY) in developing, bidding, and transitioning to new third party Operators for biosolids and energy operations services. ENGINEER's services include: TASK 5.1. PROJECT MANAGEMENT With this amendment, project activities are assumed to continue through May of 2015. 1) Managing the Team • Lead, manage and direct development of work products. • Ensure quality control is practiced in performance of the work. • Communicate among team members. • Task and allocate resources. 2) Communications and Reporting • Prepare and submit monthly invoices. • Prepare and submit monthly progress reports. TASK 5.2. BIOSOLIDS SERVICES RFQ, RFP AND OPERATION AGREEMENT DEVELOPMENT Develop the following documents for third party operation and maintenance of the VCWRF Biosolids Processes. 1) Request for Qualifications (RFQ) for prospective bidders 2) Request for Proposals (RFP) for prospective bidders 3) Agreement for biosolids operation services. Biosolids processes include: City of Fort Worih, Texas Attachment A PMO Release Date: 04.09.2012 Page 1 of 4 ATTACHMENT A DESIGN SERVICES FOR VCWRF BIOSOLIDS IMPLEMENTATION AND LONG-TERM MASTER PLAN CITY PROJECT NO.: <XXXX> • Residuals holding tanks at the Project Site • Conveyance to and from dewatering operations • Dewatering • Lime addition and achievement of Class A or Class AB exceptional quality (EQ) residuals quality • Residuals storage, loading, and handling prior to hauling • Residuals materials tracking and hauling to land application • Land application of residuals • Recordkeeping and reporting to demonstrate Class A or Class AB EQ status of treated residuals, and compliance with TCEQ reporting requirements for land application of residuals • Filtrate, process leakage, and process drainage management, collection, and conveyance to the VCWRF • Polymer addition to aid dewatering • Stormwater collection system and pump station • Odor and gas control systems • All associated instrumentation, control systems, and laboratory equipment • Building systems, such as heating, ventilation, and air conditioning (HVAC), plumbing, and electrical systems • Site infrastructure, site roadways, weigh scale, and entrance area Work includes development of up to four DRAFT versions for CITY review and comment, and up to five meetings/conference calls to discuss the documents in detail. Work will include development of a bid alternate that will include only those services necessary for hauling and land application of the biosolids (no dewatering or lime application). TASK 5.3. ENERGY SERVICES RFP AND OPERATION AGREEMENT DEVELOPMENT Develop an RFP and Operation Agreement Documents for third party operation and maintenance of the VCWRF Energy Processes. These processes include: • HRSG • Steam blowers, • Gas powered turbine/generator. •(Oversight of Renovar landfill gas purchase is not included). It is assumed that the Agreement and RFP will be very similar to the documents developed for Task 2, with the Agreement Exhibits modified for the Energy Services scope of work. For budget development, it is assumed that ENGINEER will develop up to two DRAFT versions for CITY review and comment. To support this effort, ENGINEER will attend up to three'h-day meetings/conference calls with CITY staff to identify key provisions in the RFP and Agreement, discuss the existing agreement and how it should be revised when reissued, and review work products. BIOSOLIDS BIDDING SUPPORT AND PROPOSAL EVALUATION Provide bidding support to the CITY. These services will include: 1) Attendance at one'h-day mandatory pre-bid meeting for prospective bidders. At this meeting ENGINEER will support the CITY in developing the technical presentation/discussion of services to be provided, and will assist with a tour of the facilities to be operated and maintained. 2) Develop responses to technical Request for Information's (RFIs) received by the CITY during the bidding process. 3) Review proposals received from prospective bidders. Advise the CITY during proposal review and scoring regarding proposed Agreement modifications submitted by bidders, and also regarding the bidders' experience and ability to perform the proposed scope of work. TASK 5.5. ENERGY PROCESSES BIDDING SUPPORT AND PROPOSAL EVALUATION Provide bidding support to the CITY. These services will include: 1) Attendance at one'/z-day mandatory pre-bid meeting for prospective bidders. At this meeting ENGINEER will support the CITY in developing the technical presentation/discussion of services to be provided, and will assist with a tour of the facilities to be operated and maintained. 2) Develop responses to technical RFIs received by the CITY during the bidding process. 3) Review proposals received from prospective bidders. COST ESTIMATING Develop an "ENGINEER's Estimate" of the anticipated cost for the proposed operations services to be performed in-house by CITY staff. ENGINEER's Estimates estimate will be developed for: • Biosolids lime and dewatering operations • Renewable Energy Processes. TASK 5.8 ADDITIONAL SERVICES. Additional services pertaining to this Project will be performed with specific direction from the CITY Project Manager on a task by task, time and materials basis.
