With a quorum of the City Council Members present, Mayor Parker called the City
Council Worksession of the Fort Worth City Council to order 1:15 p.m. on Tuesday,
June 21, 2022, in the City Council Conference Room 2020 of the Fort Worth City Hall,
200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager- David Cooke, City Manager
a. Upcoming and Recent Events
City Manager Cooke announced that today's Executive Session would immediately
follow this Worksession.
City Manager Cooke announced that the Special Called City Council Meeting (City
Auditor Interviews) would be held on Wednesday, June 22 at 1:00 p.m.
City Manager Cooke called on Council Member Crain to introduce the New Trinity
Metro President & CEO, Rich Andreski.

City Manager Cooke called on Ms. Diana Giordano to announce the Citywide Job Fair
being held on Saturday, June 25th.
b. Organizational Updates and Employee Recognition(s)
City Manager Cooke called on Fire Chief James Davis to recognize Chief of Staff
Homer Robertson for his years of service.
City Manager Cooke called on Police Chief Neil Noakes to recognize several FWPD
employees for their completion of various leadership programs. Those recognized
were Lieutenant Michael Williams for graduating from the FBI National Academy; and
Deputy Chief Paula Fimbres, Lieutenant Christopher Gorrie, and Sergeant Dana
Stevenson for completion of the TCU Leadership, Executive, and Administrative
Development (LEAD) program.
City Manager Cooke called on Mr. Brandon Bennett, Code Compliance Department,
to introduce the new Code Compliance Assistant Director, James Keezell.

and clarification on the instructions to the community on the method(s) for
reporting missing or abducted children.

Council Member Beck asked for additional information on the ability to use
impact fees for other modes of transportation other than physical roadways.
Mayor Pro tern Bivens recommended including small business and small
developers in discussions regarding changes to the impact fees.

4. Update on Promotion of Community Development Financial Institutions (CDFIs)—
Christina Brooks,Diversity and Inclusion; and Mark Pinsky, Founding Partner CDFI
Friendly America
Ms. Christina Brooks and Mr. Mark Pinsky provided an update on the promotion of
Community Development Financial Institutions.
5. ARPA Update-Reginald Zeno,City Manager's Office
Mr. Reginald Zeno provided an update on the recommendations for APRA Funding.
Council requested an opportunity for Council to weigh in on recommendations for the
remaining ARPA Funding and for staff to provide a list of proposed projects including
the criteria.
6. Update on Proposed African American Museum and Cultural Center—Dr.John Barnett
and Andy Taft,Steering Committee Co-Chairs
Dr. John Barnett and Mr. Andy Taft provided on update on the proposed African
American Museum and Cultural Center.
Council requested additional information on why the proposed sites were selected.
7. Budget Process Update-David Cooke,City Manager
This item was withdrawn.

8. Update on Public Art Program—Mark McAvoy,Planning and Data Analytics and
Martha Peters,Arts Fort Worth
Mr. Fernando Costa, City Manager's Office and Ms. Martha Peters provided an update
on the Public Art Program.
9. City Council Requests for Future Agenda Items and/or Reports
Council Member Crain requested a report on a process to provide Council with
information relating to requests for liquor licenses prior to approval by the City.
Council Member Nettles requested a debrief on the Juneteenth Celebrations and ways to
improve the collaboration and partnership between the organizers and the City.
Council Member Nettles requested an update on providing Council Meetings on
Facebook Live.
Mayor Parker requested an update on the implementation of the Parental Leave Policy.
Council Member Beck requested information on the location of historic cemeteries within
the City; the City's role in maintenance; and options for ensuring their historical
preservation.
Council Member Williams requested a report on needs for the dredging of ponds located
in City Parks.
ADJOURNMENT
There being no further business, Mayor Parker adjourned the meeting at 4:16 p.m.
