HomeMy WebLinkAboutContract 52234-A2 CSC No. 52234-A2 AMENDMENT No.2 TO CITY SECRETARY CONTRACT No. 52234 WHEREAS, the City of Fort Worth (CITY) and Pacheco Koch Consulting Engineers, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 52234, (the CONTRACT) which was administratively authorized on the 29 day of April, 2019, in the amount of $10, 000 . 00 (Ten Thousand Dollars) ; and WHEREAS, the CONTRACT was subsequently revised by: Amendment No. 1 in the amount of $124, 828 . 00 which was authorized by M&C #20-0321 on May 5, 2020; and WHEREAS, the CONTRACT involves engineering services for the following project : Fire Station Park Phase I Development, CPN CO2638; and WHEREAS, it has become necessary to execute Amendment No. 2 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $49, 300 . 00 . (See Attached Funding Breakdown Sheet, Page -4-) 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $184, 128 . 00 . 3 . All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. The purpose of this amendment is to provide additional services beyond the scope of the original services to prepare Design Construction and Cost Opinion Documents for anticipated Phase I park improvements. Below are shown the assumptions and qualifiers for the landscape architecture scope of work found herein. Assumptions: ■ Area of work is limited to phase 1 improvement as shown in current construction plans and bid documents. Exclusions: ■ Improvements beyond phase 1 improvement as shown in current construction plans and bid documents. Anticipated improvements include: Landscape Architecture Services REVISIONS TO PHASE 1 CONSTRUCTION PLAN SET: Pacheco Koch will make revisions to the existing construction plans to add vehicular parking along W. Maddox Avenue as layout out in the preliminary design documents. Included in this item: ■ Construction Documents: Plans to include layout,grading and detail plans to a level sufficient to demonstrate design intent and allow the construction thereof, including materials and quantity schedules. Technical specifications will be prepared for each critical item in the Landscape Architectural Plans. ■ Coordination with the Civil Engineer to connect landscape drainage structures and features into the overall site drainage plan. Not included in this item: ■ Way-finding signage for vehicular circulation. ■ Retaining wall design for walls over 36" in total height, or with surcharges. Attachment A Scope of Services Fire Station Park Project Page 1 of 5 LANDSCAPE CONSTRUCTION ADMINISTRATION: Pacheco Koch will provide limited Construction Administration services related to the work shown on the Layout, Grading, Planting and Irrigation Plans. A representative will process shop drawings and product submittals, respond to RFIs, and issue supplemental instructions if required related to the work shown on the Landscape Architecture, Plans provided by Pacheco Koch. Submittals not required by the contract documents or not related to plans developed by the landscape architect will not be reviewed. A representative will attend weekly Owner/Architect/Contractor (OAC) project coordination meetings during construction up to twenty(20)times. At the request of the Owner, Pacheco Koch will visit the site at critical junctures during the course of site construction up to three (3)times. Recommended times for site visits could include: ■ Paving mockups and site formwork/reinforcing. ■ Upon completion of soil preparation and finish grade. ■ Substantial Completion Walk-Through ■ Final Completion Walk-Through. This shall not be construed as performing continuous construction inspection. Please note the following: ■ Pacheco Koch shall not at any time supervise or have authority over any Contractor work or jobsite management procedures, nor shall Pacheco Koch have authority over or be responsible for the means and methods, or procedures of construction selected or used by the Contractor. ■ Pacheco Koch neither guarantees the performance of the Contractor nor assumes responsibility for the Contractor's failure to furnish and perform the Work in accordance with the Contract Documents. ■ Pacheco Koch shall not provide or have any responsibility for surety bonding or insurance- related advice, recommendations, counseling, or research, or enforcement of construction insurance or surety bonding requirements. ■ Pacheco Koch shall not be responsible for the acts or omissions of the Contractor or for any decision or interpretation of the Contract Documents made by the Contractor. ■ While at the Site, Pacheco Koch's employees and representatives shall comply with the specific applicable requirements of the Contractor's and Owner's safety programs of which Pacheco Koch has been informed in writing. TAS/TDLR COORDINATION: Pacheco Koch will prepare submittal paperwork and submit plans and specifications to a Registered Accessibility Specialist (RAS) to be reviewed in accordance with the Texas Accessibility Standards(TAS); particularly,the Architectural Barriers Act. Included in this item: ■ One (1) revision to the plans to respond to any deficiencies in the plans and specifications identified in the RAS plan review. Attachment A Scope of Services Fire Station Park Project Page 2 of 5 ■ One (1) site visit with the RAS for the final site inspection. Not included in this item: ■ Changes to plan sheets other than those representing deficiencies in the design identified by the RAS. ■ Fees for the review and inspection will be submitted as a reimbursable expense. Engineering Services DRAINAGE STUDY TECHNICAL MEMO: Pacheco Koch will prepare a narrative drainage report for Fire Station Park. The report will cover items required in the City of Fort Worth Drainage Study Checklist. Included in this item: ■ Narrative drainage report. ■ Coordination with the City. ■ Design Methodology ■ Key assumptions and unusual conditions ■ Downstream assessment throughout Zone of Influence ■ Summary of results and comparison of Pre/Post Conditions ■ Verification of compliance with all no adverse impact criteria. ■ Floodplain delineation based on FEMA Firmettes. Not included in this item: ■ City review fees. ■ Supporting site civil plans. ■ Mitigation plan and provision of an adequate outfall (to be provided by City of Fort Worth design team). ■ XPSWMM or other computer modeling of creeks, waterways, or tributaries. PRE& POST DRAINAGE AREA MAPS: Pacheco Koch will prepare existing and proposed drainage area maps for Fire Station Park. This plan will show existing grades, proposed contours and spot elevations as required, and existing and proposed finished floor elevations. Drainage Area Maps will comply with City of Fort Worth Drainage Study Checklist. Included in this item: ■ Coordination of City review and approval of plans prepared as part of this item. ■ One (1) revision to the plan to reflect site plan changes as a result of Owner or Architect comments. Additional changes will be made on an hourly rate basis. ■ Preparation of a site Drainage Area Map that will define stormwater discharges and proposed drainage patterns for the site. Not included in this item: ■ Profiles for public and private systems. ■ Grading plans ■ Design of stormwater detention facilities. Attachment A Scope of Services Fire Station Park Project Page 3 of 5 ■ Design of any off-site storm sewer or drainage improvements not described above. ■ Design of any underfloor drainage systems or grading, and the design of French drain systems around the building perimeters. ■ Additional modifications to cut/fill balance the site after the initial revision. ■ Design of on-site storm sewer, if required. ■ Redesign of the site grading to balance the cut/fill on the site based upon contractor input. Special Services SKATEPARKAND PUMP TRACK SERVICES: CONSULTANT will contract with a sub-consultant for the Construction Administration and Construction Site Inspection services for the Skatepark and Pump Track. Included in this item: ■ Assist with bid form organization and contractor prequalification guidelines. ■ Review contractor submittals for concrete mix designs and embedded steel coping. ■ Respond to RFI's and assist to prepare Site Instructions, Change Orders etc. as needed. ■ Review progress payment applications and compliance with Testing Results as needed. ■ Conduct 4 site Inspections with meeting minutes and photo record reporting on contractor progress and compliance with project plans and specifications ■ Additional site inspection reviews, as requested, to be billed at$1,400/visit ELECTRICAL AND STRUCTURAL ENGINEERING PLANS: CONSULTANT will contract with a sub- consultant for construction phasing revisions to the construction plans. Plans will be signed and sealed by an Engineer licensed to perform work in the State of Texas. REIMBURSABLE EXPENSES: Included in this item are usual and customary expenses normally incurred during this type of project.These could include travel expenses,courier delivery charges, overnight delivery charges, copies of deeds, copies of existing plans and/or maps, photocopies, printing and reproduction (either in-house or by reproduction company). Application, review and filing fees are not included in this item. A copy of our "Standard Billing Rates for In-House Reimbursable Charges" is attached for your reference. Special Services(If Requested) STORMWATER DETENTION PLAN: If required, Pacheco Koch will design Stormwater detention facilities in accordance with standard criteria established by the City. Construction plans and details for these facilities will be prepared. It is expected that detention facilities will be allowed to sheet flow into Hemphill Street and Maddox Avenue. Included in this item: ■ Coordination of City review and approval of plans prepared as part of this item. ■ One (1) revision to the plan to reflect site plan changes as a result of Owner or Architect comments. Additional changes will be made on an hourly rate basis. Environmental Assessment 2. Geotechnical Assessment 3. Cultural Resource Assessment 4. Wetlands beyond Phase 1 analysis or FEMA permitting 5. Preliminary and final platting 6. Coordination of gas, telephone, cable television service, or other franchise utilities 7. Retaining wall design, design of screening walls, transformer or generator pads 8. Design of any underfloor drainage systems or grading 9. Design of french drain systems around the building perimeters 10. Dedications of easements and/or right-of-way by separate instrument 11. Bid phase services 12. Boundary and topographic surveying 13. Pond design plans 14. Tree survey plan of mitigation plan 15. Record drawings 16. As-built surveys of constructed improvements 17. Public hearings or City Council/Commission meetings 18. Utility coordination meeting(s)to start relocation process with affected franchise utilities 19.
