AN ORDINANCE AMENDING THE ELECTRICAL CODE OF
THE CITY OF FORT WORTH, BY AMENDING EXHIBIT
B, AS AMENDED, OF ORDINANCE NO. 6245, AS AMENDED,
BY AMENDING CHAPTER 10 THEREOF BY DELETING SEC-
TION 1007, SUBSECTION (f) AND BY AMENDING SECTION
1014, SUBSECTION (f) TO REQUIRE A DISPLAY OF NAME
AND LICENSE NUMBER ON VEHICLES USED BY ELECTRICIANS,
BY AMENDING CHAPTER 16 THEREOF BY ADDING SECTION
1606 TO PRESCRIBE MINIMUM RACEWAYS FROM SERVICE
PANELS TO LOAD CENTER IN HEATER CLOSETS, BY AMENDING
CHAPTER 21 THEREOF BY ADDING SECTION 2110 To REQUIRE
RECEPTACLES IN SPECIAL AREAS OF RESIDENCES, BY AMEN-
DING CHAPTER 22 THEREOF BY ADDING SECTION 2205 TO
REQUIRE GROUND FAULT INTERRUPTORS IN NEWLY CON-
STRUCTED OR REMODELED RESIDENTIAL KITCHENS; MAKING
THIS ORDINANCE CUMULATIVE OF OTHER ORDINANCES AND
PROVISIONS OF THE CITY CODE; PROVIDING FOR REPEALS;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PEN-
ALTY; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That Chapter 10 of Exhibit B, as amended, of ordinance
No. 6245, as amended, be, and the same is hereby amended by
the deletion therefrom of Section 1007, Subsection (f) .
SECTION 2.
That Section 1014, Subsection (f) of Chapter 10 of
Exhibit B, as amended, of ordinance No. 6245, as amended,
be, and the same is hereby amended, to read as follows:
" (f) Each licensed Master Electrician
and Master Sign Electrician shall have his com-
pany name and his Electrician's license number
as follows: FW E —1 or approved universal
Number, permanently affixed on each front door
of each truck or vehicle which said electrician
operates in connection with the installation,
alteration or repair of electrical wiring, equip-
ment or signs within the city, in letters and
numerals of at least two and one-half (2 1/2")
inches in height. Such name and number shall be the
same for all vehicles so operated by any one Licen-
sed Master Electrician or any one Licensed Master
Sign Electrician. Such name and number shall not
be of the plastic magnetic type."
SECTION 3.
That Chapter 16 Of Exhibit B, as amended, of ordinance
No. 6245, as amended, be, and the same is hereby amended by
the addition thereto of Section 1606, such Section reading
as follows;
"Section 1606. A minimum of a one and one-
fourth inch (1 1/4") raceway shall be required
from a service panel to an approved load center
in each heater closet. Provided, however, that
all or a portion of any raceway may be installed
in an attic or in the crawl space between the
underfloor and ground, or in both."
SECTION 4.
That Chapter 21 of Exhibit B, as amended, of ordinance
No. 6245, as amended, be, and the same is hereby amended by
the addition thereto of Section 2110, such Section reading
as follows:
"Section 2110. Areas in living rooms, dens
and family rooms that are constructed below regular
floor level, such as sunken conversation pits, shall
contain receptacles the same as required for wall
spaces."
SECTION 5.
That Chapter 22 of Exhibit B, as amended, of ordinance
No. 6245, as amended, be, and the same is hereby amended by
the addition thereto of Section 2205, such Section reading
as follows:
"Section 2205. All 120 volt, single-phase
15 and 20 ampere receptacle outlets installed
above cabinet tops and counters in kitchen areas
an all new residential construction and on all
complete remodeling of residential kitchens, shall
have groundfault circuit protection for personnel."
SECTION 6.
That this ordinance shall be and is hereby declared to
be cumulative of the provisions of the Code of the City
of Fort Worth, as amended, and other ordinances providing
for and regulating minimum standards for electrical

equipment and for the installation and alteration or repair
of any electrical equipment and shall repeal the provisions
of such Code and of every prior ordinance in conflict here-
with but only insofar as such provisions of such Code and of
such prior ordinances shall be in direct conflict herewith.
SECTION 7.
That it is hereby declared to be the intention of the
City Council that the sections, paragraphs, sentences, clauses
and phrases of this ordinance are severable, and if any phrase,
clause, sentence, paragraph or section of this ordinance shall
be declared void, ineffective or unconstitutional by a valid
judgment or final decree of a court of competent jurisdiction,
such voidness, ineffectiveness or unconstitutionality shall
not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance since the same would
have been enacted by the City Council without the incorporation
herein of any such void, ineffective or unconstitutional phrase,
clause, sentence, paragraph or section.
SECTION S.
That any person, firm, association of persons, company
or corporation or their agents, servants or employees who
violate, disobey, omit, neglect or refuse to comply with any
provision of this ordinance shall be guilty of a misdemeanor,
and each such person, firm, association of persons, company
or corporation or their agents, servants or employees shall
be deemed guilty of a separate offense for each day or portion
thereof during which any violation of any of the provisions of
this ordinance is committed, continued or permitted, and each
such violation shall be punishable by a fine not to exceed
Two Hundred Dollars ($200.00) .

SECTION 9.
That this ordinance shall become effective and be in
full force and. effect from and after its passage and pub-
lication as required by law, and it is so ordained.

The Electrical Board of Appeals has proposed that the Electrical Code of
the City of Fort Worth (Ordinance No, 6245) be amended to alleviate
problems being encounte'red in f,,.,kur ateas,
1. The proper installation of electrical space beating equipment in-
cludes the connection of a lock-out type breaker in the main ser-
vice panel. Units can be obtained with testing laboratory approval
for either one servIce to the unit or two, There are frequent in-
stances where wiring is installed for one type of Input and the
unit, when delivered, requires the other, necessitating either the
rewiring of the unit or the replacement of the circuits. Rewiring
of the units violates the testing laboratory's approval and safe
wiring practices, and the cost of replacing the circuits is exces-
sive,
To remedy this situation, the Board has proposed that the Code be
amended to require the Installation of a minimum of a 1-1/4 inch
raceway from the heating closet to an accessible attic or under-
flect space, Where such space Is nct accessible, the conduit must
be run to the panel box. The raceway will greatly simplify the
changing of circuits when necessary,
Z A report prepared by the Underwriters Laboratory indicates that
96.7 percent of the electrocution deaths Involving portable electric
products within reaidential living areas could have been prevented
if the outlets had been equipped with ground fault circuit inter-
rupters. The proposed 1978 National Electrical Code contains a
requirement for the Installation of ground fault circuit protection
an receptacles installed an kitchen work counters; however, this
code will not be adopted until May 1977.
it is the recommendation of the Keettical Board of Appeals that
the Fort Worth Electrical Code be amended at this time to require
the installation of ground fault circuit interrupters on all 120
volt, single phase, 15 and 20 ampere receptacle outlets installed
above cabinet tops and counters in the kitchen on all new residen-
tial construction and on all complete remodeling of residential
kitchens,
3. The Board recommends that the Code be amended so that the require-
ments specifying the number of electrical outlets to be installed
in a room be extended to apply to areas in family rooms, living
rooms, and dens that are constructed below regular floor level,
such as conversation pits,

4, Section 1007 (F) and Section 1014 (F) of the present Code outline
the requirements for the displaying of contractors' names and lic-
ense numbers on vehicles, It is proposed that these requirements
be consolidated iri Section 1014 (F), and that! Section 1007 (F) be
deleted.
These requirements will increase the cost of electrical work on the
average residential constructi.a,.,jn project by approximately $70.
On October 7, 1976, and January 5, 1977, the Electrical Board of Appeals
held public hearings on these proposed amendments. The Home Builders
Association, the National Electrical Contractors Association, the
Associated Independent Electrical Contractcrra, the Mechanical Contractors
Association, Architects, and other interested persons were notified of
the hearing. The only comment made at the hearing concerned the require-
ment that the contractor's electrical license number 'be placed an vehicles.
Recommendation
It is recommended that an ord,,Inance be adopted amending the Electrical
Code (Ordinance No, 6245) as described abo°ve,
