Home My WebLink AboutOrdinance 25624-08-2022 ORDINANCE NO. 25624-08-2022 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER& SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF S1,046,396.00,TRANSFERRED FROM AVAILABLE FUNDS IN THE WATER AND SEWER FUND, FOR THE PURPOSE OF FUNDING THE EASTSIDE II 36-INCH PRESTRESSED CONCRETE CYLINDER PIPE WATER MAIN CONDITION ASSESSMENT AND CRITICAL REPLACEMENT IDENTIFICATION PROJECT(CITY PROJECT NO.103294);PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Water &Sewer Capital Projects Fund in the amount of$1,046,396.00,transferred from available funds in the Water and Sewer Fund, for the purpose of funding the Eastside 1I 36-Inch prestressed concrete cylinder pipe water main condition assessment and critical replacement identification Project(City Project No. 103294) SECTION 2. That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions,sections, or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize execution of an Engineering Agreement with HDR Engineering, Inc.,in the amount of$900,846.00 for the Eastside II 36-Inch Prestressed Concrete Cylinder Pipe Water Main Condition Assessment and Critical Replacement Identification Project;and 2. Adopt attached appropriation ordinance increasing estimated receipts and appropriations in the Water&Sewer Capital Projects Fund in the amount of$1,046,396.00,transferred from available funds within the Water and Sewer Fund,for the Eastside II 36-Inch Prestressed Concrete Cylinder Pipe Water Main Condition Assessment and Critical Replacement Identification Project(City Project No. 103294)to effect a portion of Water's contribution to Fiscal Years 2022-2026 Capital Improvement Program. DISCUSSION: This Mayor and Council Communication(M&C)is to authorize engineering services for engineering analysis and recommendations for the Eastside II 36-Inch Prestressed Concrete Cylinder Pipe(PCCP)Water Main Condition Assessment and Critical Replacement Identification project.The project will allow for condition assessment of approximately 19,000 feet of the Eastside II 36-inch water main located on the south side of IH-30 from the east side of IH-820 to the north right—of—way line of IH-30 at the Village Creek/Green Oaks Boulevard intersection.The water main in question has experienced breaks over the past couple of years and this project will allow for condition analysis to identify possible future failure points and provide recommendations on replacements. The scope of services to be provided includes condition assessment,data collection and survey,acoustic leak and gas inspection and prestressed wire assessment. HDR Engineering, Inc.,proposes to provide the necessary services for a fee not to exceed$900,846.00.Staff considers the proposed fee to be fair and reasonable for the scope of services proposed. In addition to the contract amount,$145,550.00 is required for project management real property acquisitions,utility coordination,and material testing. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that funds are currently available in the Water&Sewer Fund,and upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the W&S Capital Projects Fund for the ESII 36"PCCP WM& Critical REPL project to support the approval of the above recommendations and execution of the engineering agreement.
