The purpose of this Informal Report is to provide a history on the current alignment of community
centers, how centers are divided amongst the Park & Recreation (PARD) and Neighborhood
Services (NSD) departments, and outline the contractual operation of the Northpark YMCA, and
the Rise Community Center. There are 24 centers either operated directly or by agreement with
partnering agencies (See attached map for locations). Below is a chart listing the centers and
their respective departments:

In 2014, the City established the Neighborhood Services Department (NSD) to consolidate
municipal services and programs that focus on building better neighborhoods and improving
quality of life for residents. As part of the reorganization, the Housing and Economic
Development Department was split into NSD and the Economic Development Department. The
Park and Community Services Department (PACSD) was changed to the Park & Recreation
Department (PARD). In October 2015, seven of the community centers that were formerly part of
PACSD were moved to the new NSD.
The centers in NSD and PARD provide similar programming, such as After School Program,
Summer Day Camp, School Break Camps, and a variety of other social, cultural, recreational and
educational programs. Department staff coordinate regularly to provide consistency in fees,
promotional materials, memberships, and facility rentals.
The centers under NSD offer social services through the Community Action Partners (CAP)
program. These services include the following: utility bill payment assistance; heating, ventilation
and air conditioning repair assistance; low-income housing water assistance; case management
and vocational training; Volunteer Income Tax Assistance (VITA); and veteran assistance

programs. In addition, NSD operates a CAP office in the city of Arlington that serves Tarrant
County.
The Northpark YMCA was constructed in 2008 through a partnership between the City of Fort
Worth and the YMCA of Metropolitan Fort Worth. All membership fees for Fort Worth residents
using this YMCA location are discounted 10%. In addition, the location is available free of charge
for public meetings. The contract with the YMCA was executed on April 25, 2007, and it has an
initial 20-year term with two 10-year renewals. PARD staff communicates with YMCA leadership
and branch staff on facility needs and usage. Future capital improvements are requested and
prioritized through department and city processes.
Rise Community Center opened in 2020 and is managed by LVTRise, Inc., a non-profit
corporation, responsible for providing programming at Rise Community Center. The LVTRise
revitalization project is a cooperative effort by private companies, human service organizations
and government agencies dedicated to improving the lives of people living in the Las Vegas Trail
area. Their program objectives focus on education, public safety, delivery of social services,
economic development, and health and wellness.
An agreement with the City was executed on April 5, 2019, with an initial term of five years and
successive one-year automatic renewals NSD staff works closely with Rise Community Center
management to address operational and facility needs. The City also provides funding to support
the organization's operating costs through a contract managed by NSD.
