CALL TO ORDER
With a quorum of the City Council Members present, Mayor Pro tern Bivens called the
City Council Public Comment Meeting of the Fort Worth City Council to order at 6:03
p.m. on Tuesday, August 2, 2022, in the City Council Chamber of the Fort Worth City
Hall, 200 Texas Street, Fort Worth, Texas.

CONSIDERATION OF MINUTES
Motion: Council Member Crain made a motion, seconded by Council Member Nettles, that
the minutes of the Special Called meeting of April 20, 2022, the minutes of the
Regular meeting of June 14, 2022, the Work Session and Public Comment
meetings of June 21, 2022, the Special Called meeting of June 22, 2022, and the
Regular meeting of June 28, 2022, be approved. Motion passed 7-0, Mayor
Parker and Council Member Williams absent.

Ms. Laila Talley appeared before Council via conference call relative to SMART
water meter Sensus Flexnet opt out.
Mr. Daniel Haase appeared before Council via conference call relative to short-term
rentals.
Mr. Steve Thornton appeared before Council relative to short-term rentals.
Ms. Kheri Hines appeared before Council via conference call relative to the police.
Mr. Thomas Torlincasi appeared before Council relative to rules, laws, rights,
Council Members' conduct, and Isabel.
Mr. Bob Willoughby appeared before Council relative to general comments.
Ms. Beverly Sims appeared before Council relative to short-term rental issues.
Ms. Adrian Smith appeared before Council relative to short-term rentals.
Mr. James Smith appeared before Council relative to Atatiana Jefferson, City
accountability, and Manual Mata.
Ms. Rebecca Dolashewich appeared before Council relative to the Tarrant County
Sheriff s Department and accountability for not investigating crimes.
Mayor Pro tem Bivens directed Ms. Dolashewich to meet with Police Chief Neil
Noakes after the meeting and he would provide a contact for the Tarrant County
Sheriff s Department.
Ms. Doreen Geiger appeared before Council relative to short-term rentals.
Mr. Malikk Austin appeared before Council relative to the state of the City.
Mayor Pro tem Bivens directed Mr. Austin to meet with Assistant City Manager
Fernando Costa after the meeting and he would provide a contact for the
Neighborhood Services Department.

Ms. Tara Rice appeared before Council relative to incarceration and mental health.
Mr. Evgeny Vorotnikov appeared before Council relative to traffic and zoning and
provided a video.
Mayor Pro tem Bivens directed Mr. Vorotnikov to meet with Assistant City
Manager William Johnson after the meeting and he would provide a contact for
Trinity Metro.
Ms. Nancy Johnson completed a speaker card relative to short-term rentals in Fort
Worth and was recognized by Mayor Pro tem Bivens but was unable to be reached
by telephone.
Ms. Angelica Alaniz appeared before Council relative to City Council
accountability.
Ms. Carolyn Rodriguez appeared before Council relative to police accountability.
Mr. Gerald Banks, Sr. appeared before Council relative to profiling, police
brutality, wrongful arrest/killing, wrongful prosecution, end of qualified immunity,
dictatorship, etc.
Mr. Chandler Crouch appeared before Council relative to property tax related
issues, TAD BOD election, free speech, advocating for citizens, and working
cooperatively.
Ms. Erica Butters appeared before Council relative to the benefits of Fort Worth's
short-term rentals.
Mr. Alonzo Aguilar appeared before Council relative to apartment complexes in
Fort Worth.
Mr. Jim Delong appeared before Council relative to a product for your future.
Mr. Edgar Rodriguez appeared before Council relative to short-term rentals.
Ms. Chris Wood appeared before Council relative to exorbitant late charges on

parking tickets.
Mayor Pro tem Bivens directed Ms. Wood to meet with Mr. William Rumuly,
Municipal Court, after the meeting.
ADJOURNMENT
There being no further business, Mayor Pro tem Bivens adjourned the meeting at 7:20
p.m.
