Crain, District 3 Council Member Cary Moon, District 4 Council Member Jared Williams, District 6 (arrived at 2:49 p.m.) Council Member Leonard Firestone, District 7 Council Member Chris Nettles, District 8 Council Member Elizabeth Beck, District 9 Staff Present: David Cooke, City Manager Leann Guzman, City Attorney Jannette Goodall, City Secretary With a quorum of the City Council Members present, Mayor Pro tem Bivens called the City Council Work Session of the Fort Worth City Council to order 1:00 p.m. on Tuesday, August 2, 2022, in the City Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas, 1. Report of the City Manager - David Cooke, City Manager a. Upcoming and Recent Events There were no upcoming and recent events. b. Organizational Updates and Employee Recognition(s) City Manager David Cooke called on Mayor Pro Tern Bivens to recognize City of Fort Worth Employees for their outstanding service and contributions. Informal Reports 22-104 April 2022 - Sales Tax Update - Cayce Lay Lamas 22-105 May 2022 - Sales Tax Update - Cayce Lay Lamas 22-106 Dredging of Ponds and Lakes in Parks - Dave Lewis Council Member Beck requested staff provide map of the 13 ponds listed in Informal Report - 22-106 on Dredging of Ponds and Lakes and information on the plan for soil containment mitigation and disposal of the materials. 22-107 FY2023 Budget Public Engagement, Budget and Property Tax Setting Calendar, and Schedule of Meetings - Richard Zavala Council Members Flores and Firestone requested a list of public engagement locations. 22-108 2022 Independence Day Fireworks Enforcement Detail - Fire Chief James Davis 22-109 Update on Camp Bowie District, Inc. Banner Program in Public Improvement District 19 - Historic Camp Bowie - Robert Sturns 22-110 Update on Placing Conduit/Fiber in Right-of-Way (ROW) - Michael Owen 2. Questions Regarding Significant Zoning Cases for August 9,2022 Council Meeting There were no questions regarding Zoning Cases for the August 9, 2022, Council Meeting. Questions Regarding City Council Action Items for August 9, 2022, Council Meeting There were no questions regarding City Council Action Items for the August 9, 2022, Council Meeting. 4. American Rescue Plan Act Project Submission and Selection Process-Tony Rousseau,Financial Management Services Presentation was made by Tony Rousseau, Assistant Director, Financial Management Services and Catherine Perry, Financial Services Manager, Financial Management Services The following Direction was given to staff. — Schedule a Special Called Work Session to provide additional details on the ARPA recommended project by United Way relating to Reduction of Gun Violence including the program budget including County funds, types of partners, breakdown of percentage of administrative costs vs. amount provided to partner organizations. 5. Broadband Strategic Planning—Kevin Gunn,IT Solutions and Joe Freddoso,Mighty River,LLC Presentation was made by Kevin Gunn, Director, IT Solutions and Joe Freddoso, Consultant with Mighty River, LLC The following Direction was given to staff. — Mayor Pro Tern Bivens requested that staff extend invitations or notices to Mayor and Council for future meetings or discussions with the Development Advisory Committee on the City's Broadband Strategic Plan. 6. Update on Stormwater and Flood Areas—Jennifer Dyke,Transportation and Public Works Presentation was made by Jennifer Dyke, Interim Director, Transportation and Public Work The following direction was provided to staff: Council Member Beck recommended staff adopt a collaborative approach across the City for the management of storm water. City Council Requests for Future Agenda Items and/or Reports Provide an analysis and options for revisions to the City Code relating to allowable amounts of impervious cover, use of green space and ability for residents to use the MyFortWorth App to receive notification of flooding emergencies. Council Member Firestone: Provide options for revising the City's Construction ordinance to address loud music at construction sites. Council Members Blaylock and Beck: Provide an analysis of how other Cities address noise in entertainment districts, options available to Police for turning-off music for safety purposes, addressing vehicle noise after certain hours and recommended options for revisions to the Noise Ordinance. Council Member Flores: Provide options on revisions to the sidewalk maintenance program. — Council Members Crain and Blaylock: Provide a report outlining which Departments are responsible for the various Community Centers including the relationship of the YMCA with the Community Centers. Council Member Crain: Provide an analysis and options for the expansion of scholarships for summer camps offered at the Community Centers including funding to allow all participants to attend field trips. — Council Member Beck: Provide an analysis and option for including a veteran affairs liaison to serve as a resource and point of contact for veterans within the City.
