AMENDMENT No. 1
TO CITY SECRETARY CONTRACT No. 56932
WHEREAS, the City of Fort Worth (CITY) and Freese & Nichols, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No. 56932, (the
CONTRACT) which was administratively authorized on the 5th day of January,
2022 in the amount of $ 90, 000 . 00; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Walsh Ranch Regional Stormwater Plan, CPN 103844; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and
incorporated herein. The cost to City for the additional design services
to be performed by Engineer totals $640, 000. 00. (See Attached Funding
Breakdown Sheet, Page -4-)
2 .
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $ 730, 000. 00.
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.
EXECUTED and EFFECTIVE as of the date subscribed by the City' s
designated Assistant City Manager.

Because of uncertainty associated with the scope of work, deliverables, budget requirements, and
schedule, future task orders will be negotiated independently. A rough estimate of future task order
scope and budget is included below.
FUTURE TO Base Conditions Modeling Completion
FNI will develop 1D Steady State HEC-HMS and HEC-RAS models for each of the streams identified in
Figure 1 HEC-RAS Model Extents. FNI will develop the models based on the following general
methodology in addition to the work completed in Task Order 2.
SURVEY
• MWBE firm to provide field survey. Survey extents will be determined by hydraulic model extents
and final end product uses.
• FNI will prepare a data/survey request for Walsh Rach for previously acquired cross sections and
structures within the watershed.
HYDROLOGY
• Routing—Streams identified for hydraulic modeling will utilize Modified Puls routing based on the
HEC-RAS 1D models developed. Additional streams may utilize a variety of routing including
Modified Puls utilizing RAS 2D to generate storage curves. This 2D approach to curve development
will allow reduced model development times and will also have the benefit of capturing storage
capacity of a reach utilizing the full resolution of the JDAR rather than approximating the storage
capacity of a reach with cross sections. Guidance on how to revise routing for future use will be
included with the deliverables.
HYDRAULIC MODEL LIMITS
Figure 1 HEC-RAS Model Extents below identifies the stream corridors that need hydraulic modeling based
on need for hydrologic routing, future floodplain management purposes, and/or mitigation plan
development as identified by Walsh Ranch. The budget estimates included in this document assume 1D
HEC-RAS model development for streams identified as RAS Needed and 1D HEC-RAS model refinements
for Leverage WR RAS. HEC-RAS models received during the Data Collection phase will be reviewed and
recommendations on level of model refinements needed will be made to better define this modeling
effort. Hydraulic models will include storm events agreed upon for the mitigation plan.

Base Conditions Technical Workshop
Up to 1 workshop to discuss Base Conditions H&H assumptions & results. Comments, if any, would be
addressed as a part of a future TO (likely the Sensitivity Analysis TO).

• Future conditions characteristics from Walsh Ranch — FNI will provide existing conditions subbasins
and characteristics to Walsh. Walsh to provide future percent impervious to be used in future
conditions and mitigation plan.
• Future conditions characteristics outside of Walsh Ranch — FNI will utilize City of Fort Worth's
Future Land Use Plan where available. For additional areas outside of the Land Use Plan,
assumptions for future conditions could follow Parker County CTP study and will be finalized in the
coordination meetings and workshops. In the CTP study, current undeveloped areas will be
assumed to be developed with an impervious value of 55% and all residential areas will be
assumed to be developed to high density residential with 1/8 acre lots.
• Mitigated Future Development - Model areas outside of Walsh Ranch to reflect the VOLUME
associated with full development but limit the peak discharges to current development levels. The
impervious assumptions for future conditions will be used and the subbasin response time will be
adjusted as needed to flatten the hydrographs to the existing conditions peak.

FUTURE TO Sensitivity Analyses
FNI will consider several sensitivity analyses. The findings of each scenario will be documented in a memo.
Anticipated scenarios to consider and document are included below:
1. Mary's Creek influence at the confluence with Clear Fork
Sensitivity analysis of how changes in the Mary's Creek flow hydrograph impacts the confluence at
Clear Fork. For watershed areas outside Mary's Creek, hydrographs from the CDC model will be
utilized.The Master Plan will update the hydrograph from the CDC model at the Mary's Creek
confluence based on the various scenarios described in this section. Mary's Creek generally drives
flooding downstream so showing "no impacts" at confluence is anticipated to be sufficient to show no
impact in general. Mary's Creek hydrograph for existing, unmitigated, & mitigated conditions will be
combined with the CDC model hydrograph at the confluence for evaluation of hydrologic impacts. The
resulting peak flows for existing, unmitigated future, and mitigated future conditions will be
incorporated into the CDC RAS model for evaluation of hydraulic impacts. 1YR, 10YR, & 100YR Storm
Events. An anticipated outcome of this effort is an agreed upon definition of"no impacts" for

developments in Mary's Creek utilizing this modeling effort and simplified submittal process.This "no
impact" tolerance may or may not vary from city standard and will be documented following the
appropriate city protocols. Examples of potential considerations are velocity, volume, and depth
changes.
2. Mitigation Staging and Phasing
Assess mitigation with varying degrees of development (upstream and downstream) to determine
requisite proximity of mitigation to each development stage. Specifically, FNI will evaluate up to 10
scenarios throughout Walsh Ranch study area based on multiple hypothetical detention
configurations, with detention significantly upstream, upstream, downstream, and significantly
downstream of a given development site. Other configurations may include over-detention in an
adjacent subbasin with no detention in the subbasin to be developed. Types of detention
configurations will include Memo documenting findings of the sensitivity of hydrographs to mitigation
locations and impacts on velocity. 2YR & 100YR Storm Events
3. Cumulative Impacts
Document potential cumulative impacts. Analyses will combine the findings of the mitigated future
development scenario with the key facts &findings on Clair's Cumulative Impacts Study. FNI will
prepare a brief technical memo on how this Regional Stormwater Plan can improve upon
prior/current practices & inform future policy decisions.
Sensitivity Analyses Technical Workshop
Up to 2 workshops to discuss sensitivity analyses assumptions & results. One round of edits to the
sensitivity analysis will be conducted between workshops.

FUTURE TO Mitigation Plan
FNI will evaluate storage needs at the locations shown on Figure 2 Assumed Mitigation Locations.
• Initial assumption of detention will assume use of natural topography. FNI will make 2
refinements to each mitigation feature following collaboration with Walsh Ranch and City.
• FNI will incorporate input from the separate proposed Walsh Ranch Dam Inventory to be
performed by FNI for Walsh Ranch. Anticipated findings would include additional storage potential
of existing dam inventory to incorporate in Mitigation Plan.
• Mitigation plan will be prepared with a goal to meet current CFW standards.

• Due to the master plan scale and unique focus on managing the effects of the cumulative volume
of runoff, strict adherence to CFW standards might be problematic. If so, any deviations from CFW
standards will be considered in a way consistent with current variance processes.
• Final Mitigation Plan is anticipated to include recommended storage volumes and an accepted
outflow hydrograph at specific design points. These findings will inform preparation of guidance
for using the Regional Stormwater Plan for Walsh Ranch (primarily) in the permitting process, as
well as serve as an initial reference for development activity in other areas in the watershed.

RECOMMENDATION:
It is recommended that the City Council:

Master Drainage Study with Walsh Ranches Limited Partnership,to increase the developer contributions in the amount of$320,000.00 and
city participation in the amount of$320,000.00 for a revised developer contribution in the amount of$365,000.00 and a revised city
participation in the amount of$365,000.00;
3. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the Stormwater Capital Projects Fund by
increasing estimated receipts and appropriations in the Walsh Ranch Regional SW Plan project(City Project No 103844) in the amount of
$275,000.00 and decreasing estimated receipts and appropriations in the Flooding Assessments programmable project(City Project No.
P00046) by the same amount;

DISCUSSION:
Approval of this Mayor and Council Communication(M&C)authorizes execution of Amendment Number 1 to City Secretary Contract Number
56932, a Standard Agreement for Engineering Related Professional Services with Freese&Nichols, Inc.,to increase the existing contract by
$640,000.00 for a revised contract amount of$730,000.00 for the Walsh Ranch Regional Stormwater Plan. The M&C also authorizes execution of
Amendment Number 1 to City Secretary Contract Number 57359, a Developer Funding Agreement for Walsh Ranch Master Drainage Study with
Walsh Ranches Limited Partnership(Walsh),to increase the developer contributions in the amount of$320,000.00 and City participation in the
amount of$320,000.00 for a revised developer contribution in the amount of$365,000.00 and a revised City participation in the amount of
$365,000.00.
On March 8, 2022, Mayor and Council Communication M&C 22-0162,the City Council authorized execution of a Developer Funding Agreement
with Walsh Ranches Limited Partnership,with developer contributions in the amount of$45,000.00 and City participation in the amount of
$45,000.00 to cost share in the development of a regional drainage master plan for Walsh Ranch. That M&C also discussed the intention to
amend the agreement to complete the full initiative if both Walsh and the City determined that doing so would meet the goals of the initiative. This
amendment continues the original agreement's 50/50 cost share. The City's cost share will come from the Stormwater Utility.
Initial work efforts by the City and Walsh established clear, and mutually agreed upon goals and deliverables for the study and initiated the
preliminary engineering. This amendment will complete the work effort through task orders, each with a detailed scope of work agreed upon by
both the City and Walsh. Over all work efforts would entail: (a)completing the preliminary engineering drainage study that includes an assessment
of properties in the same watershed that are upstream of Walsh Ranch; and(b) based on the study and its assumptions about drainage factors
upstream of Walsh, development of a comprehensive master drainage plan for all of Walsh Ranch. This includes the completion of the base
conditions modeling,the development of future conditions modeling, and the development of a plan to mitigate impacts associated with the Walsh
Ranch development.
With a comprehensive plan in place, future phases could be planned and designed based on baseline drainage conditions and an overall concept
for meeting City drainage standards that have already been agreed upon by Walsh,their consultants, and City staff. This will significantly reduce
the design effort for the Walsh team and the review effort for City staff leading to expedited acceptance of the drainage plan for each phase of the
Walsh Ranch development.
In addition to the benefits described above,this regional approach to assessing the drainage impacts of development in this watershed will:
1. More comprehensively mitigate the risk of adverse drainage impact for properties downstream of the Walsh Ranch development;
2. Provide valuable guidance and a drainage plan that can be used for developments in the City that are located upstream of Walsh Ranch; and
3. Provide a case study to determine the potential value and feasibility of commissioning similar regional studies and master drainage plans for
other undeveloped areas of the City.
Freese&Nichols, Inc.was selected as the most qualified consultant to conduct the study based on their submission on the Transportation and
Public Works Department, Stormwater Management Division's Request for Qualifications for Stormwater Management Professional and
Engineering Services issued on July 29, 2021. The engineering agreement for the initial phase was executed administratively for a total cost not-
to-exceed$90,000.00. The engineering consultant proposes to complete the current and additional work for a total contract amount not to exceed
$730,000.00. Staff considers the fee to be fair and reasonable for the additional scope of services.
The action in this M&C will amend the Fiscal Years 2022-2026 Capital Improvement Program as approved in connection with Ordinance 25073-
09-2021, Section 6. Capital Improvements, as listed on page 27 as follows:

FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Flooding Assessments programmable project within the Stormwater
Capital Projects Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be
available in the Stormwater Capital Projects Fund and Developer Contribution Fund through future identified task orders within the Walsh Ranch
Regional SW Plan project to support the approval of the above recommendations and execution of the amendment of the contract. Prior to an
expenditure being incurred,the Transportation&Public Works Department has the responsibility of verifying the availability of funds.
