HomeMy WebLinkAboutResolution 5605-08-2022 A Resolution NO. 5605-08-2022 A RESOLUTION IN SUPPORT OF TWO REGIONALLY SIGNIFICANT PROJECTS TO BE SUBMITTED TO THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS (NCTCOG) TRANSPORTATION ALTERNATIVE PROGRAM CALL FOR PROJECTS: OAKLAND-MILLER SAFE STREETS AND MCPHERSON-SUMMER CREEK SAFE STREETS WHEREAS, the Regional Transportation Council, comprised primarily of local elected officials, is the regional transportation policy board associated with NCTCOG and the regional forum for cooperative decisions on transportation; and WHEREAS, a Transportation Alternatives Set-Aside Program Call for Projects was released on July 18, 2022; and WHEREAS, the City of Fort Worth intends to submit Transportation Alternatives Set-Aside Project applications for two Safety and Technology projects to NCTCOG prior to the September 9, 2022 deadline; and WHEREAS, the Regional Transportation Council will award funding on December 8, 2022 for projects through the Transportation Alternatives Set-Aside Call for Projects; and WHEREAS, the Regional Transportation Council requires the submittal of a letter or resolution as part of the Transportation Alternatives Set-Aside Call for Projects application submission; and WHEREAS, transportation safety is a high priority for the City of Fort Worth and the City Council adopted Resolution No. 5149-11-2019, supporting the Vision Zero goal of eliminating fatalities and severe injuries from crashes; and WHEREAS, on April 9, 2019, City Council adopted the Active Transportation Plan, which identifies, evaluates, and prioritizes for evaluation and implementation gaps in pedestrians and bike infrastructure citywide; and WHEREAS, the Oakland-Miller Safe Streets project is within the Oakland-Miller Corridor from Randol Mill Road to south of East Berry Street in East Fort Worth. The preliminary scope of the project includes retrofitting the existing bike lanes to fully protected bike lanes, enhanced pavement markings, ADA ramps, and operational improvements to enhance safety at a location on the Vision Zero High- Injury Network; and WHEREAS, the McPherson-Summer Creek Safe Streets project includes multiple segments including McPherson Boulevard from Chisolm Trail Parkway to South Hulen Street, South Hulen Street 1 from McPherson Boulevard to Nightingale Drive, and Summer Creek Boulevard on either side of McPherson Boulevard. The project includes retrofitting existing bike lanes to fully protected bike lanes, enhanced pavement markings, and other operational and safety improvements in keeping with the Vision Zero High-Injury Network; and WHEREAS, the locations of the identified projects are depicted on Exhibit A to this resolution, and a brief description of each is included in Exhibit B; and WHEREAS, on April 21, 2022 the City's Pedestrian and Bicycle Advisory Committee was briefed on proposed 2022 Bond bicycle projects and showed support for upgrading existing bicycle facilities on Vision Zero High Injury Network corridors to fully protected bicycle facilities with operational improvements to enhance comfort and safety for all roadway users; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: Section 1. The City of Fort Worth supports submittal of the Oakland-Miller and McPherson- Summer Creek Safe Streets projects to the 2022 Transportation Alternatives Set- Aside Call for Projects. Section 2. The City of Fort Worth will serve as the Project Sponsor and lead agency on this project. The City of Fort Worth agrees to designate a single point of contact for the projects. Section 3. The City of Fort Worth commits to fund a minimum local match of 20 percent for the awarded funds as a cash match. Section 4. The City of Fort Worth understands and acknowledges that all awarded funding is provided only on a reimbursement basis for construction. Section 5. The City of Fort Worth confirms the projects' timelines are realistic and commits that if the projects are selected for funding, an agreement with TxDOT will be executed within one year of selection and will obligate funds for construction by December 2025. The local cost share for the program is 20% and is expected to be paid leveraging 2022 Bond funds. Projects that are located on NCTCOG's Regional Veloweb Network of Active Transportation Priorities will automatically be awarded Transportation Development Credits (TDCs) to fulfill the local cost share requirement. Forty Million dollars is available through this year's TAP project call. Detailed scopes and cost estimates are currently in development for each project. Projects were selected based on identified needs in local or regional plans, location on the high-injury network, partnership opportunities, and ability to leverage planned projects and funds (e.g. roadway restriping). Oakland-Miller Safe Streets This project includes the Oakland-Miller Corridor from Randol Mill Road to south of East Berry Street in East Fort Worth. The preliminary scope of the project includes retrofitting the existing bike lanes to fully protected bike lanes, enhanced pavement markings, ADA ramps, and operational improvements to enhance safety. McPherson-Summer Creek Safe Streets This project includes multiple segments including McPherson Boulevard from Chisolm Trail Parkway to South Hulen Street, South Hulen Street from McPherson Boulevard to Nightingale Drive, and Summer Creek Boulevard on either side of McPherson Boulevard. The project includes retrofitting existing bike lanes to fully protected bike lanes, enhanced pavement markings, and other operational and safety improvements. Everman Parkway Safe Streets This is a joint project with the City of Everman to create safe routes to parks, schools and services. Pedestrian, safety, and operational improvements such as protected bike lanes, upgraded/new sidewalks, and intersection enhancements are being examined for the Parkway from Oak Grove Road to Forest Hill Drive, and several connecting streets. Portions of the Parkway are located on the Regional Veloweb, making these segments eligible for TDCs. City of Everman is expected to be cost-share partner with this application. AV Cato and AM Pate Elementary Safe Routes to Schools The purpose of these projects is to construct pedestrian infrastructure that will facilitate safe walking to and from school. AV Cato and AM Pate are located on Isbell Road and Eastland Street respectively, which are on the Vision Zero Pedestrian High-Injury Network. Proposed infrastructure improvements include sidewalks, ADA ramps, as well as enhanced pedestrian crossings along Isbell Road and Eastland Street. West Long Avenue-Angle Avenue Safe Bike Routes This suite of projects was developed from priorities in the Active Transportation Plan. The suite includes protected bike lanes on West Long Avenue from Angle Avenue to Jacksboro Highway; enhanced shared facilities along NW 26th Street from Azle Avenue to West Long Avenue, NW 30th Street from West Long Avenue to Macie Street; and Macie Street from NW 26th Street to NW 30th Street; and a potential retrofitted and upgraded shared path on a section of Macie Avenue currently Ex B(cont'd) closed to thru auto traffic from NW 30th Street to Sansom Park Drive. The facilities on Long Avenue would complement several Vision Zero safety improvements being implemented by the City's Transportation Management Team. Bowman Roberts Sidewalks This sidewalk project will connect two 2022 Bond arterial projects, WJ Boaz and Bailey Boswell Roads, and will fill a critical gap in the pedestrian network in this rapidly growing area of the City. The corridor connects multiple schools and community facilities. Scopes and cost estimates for these projects are still being developed and finalized.
