HomeMy WebLinkAboutOrdinance 25629-08-2022 ORDINANCE NO.25629-08-2022 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND,SUBJECT TO RECEIPT OF THE GRANT, IN THE AMOUNT UP TO $244,243.00, FOR THE PURPOSE OF FUNDING THE FORT WORTH AFTER SCHOOL PROGRAM FOR THE 2022-2023 SCHOOL YEAR;PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Operating Other Fund,subject to the receipt of the grant,in the amount up to$244,243.00,for the purpose of funding the Fort Worth After School Program for the 2022-2023 school year. SECTION 2. That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. McRae,and Seminary Hills Elementary Schools,and Daggett Montessori and Daggett Middle School with a Total Annual Reimbursable Expenditure Up to$244,243.00 and Adopt the Attached Appropriation Ordinance RECOMMENDATION: It is recommended that the City Council: 1. Authorize execution and acceptance of the fifth renewal and fourth amendment to City Secretary Contract No.49878,an Interlocal Agreement with the Fort Worth Independent School District,to operate the Fort Worth After School Program at Greenbriar, De Zavala,D. McRae, and Seminary Hills Elementary Schools,and Daggett Montessori and Daggett Middle School with a total annual reimbursable expenditure up to$244,243.00;and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in an amount up to$244,243.00,subject to receipt of the grant,for the purpose of funding the Fort Worth After School Program at Greenbriar, De Zavala, D.McRae, and Seminary Hills Elementary Schools, and Daggett Montessori and Daggett Middle School. DISCUSSION: On July 26,2022,the Fort Worth Independent School District(FWISD)Board of Trustees approved the City of Fort Worth(City)as a full service provider with Fort Worth After School for the 2022-2023 school year.The City will receive up to$244,243.00 for the program at Greenbriar, De Zavala, D.McRae, and Seminary Hills Elementary Schools, Daggett Montessori and Daggett Middle School. FWISD will reimburse the City through its general funds based on actual expenditures, not budgeted amounts.The City will submit monthly invoices to FWISD for reimbursement. No advanced funding will be provided and up to 10 percent in administrative costs can be included as part of the budget. The goals of the program are(1)to provide opportunities for academic enrichment,including providing tutorial services to help children,particularly students who attend low-performing schools,to meet State of Texas and local student academic achievement standards in core academic subjects such as reading,mathematics,and science;and (2)to offer participating students a broad array of additional services, programs,and activities that are designed to reinforce and complement the students'regular academic program. The term of this agreement will be for one year,effective August 1,2022 and expiring June 30,2023.This is the fifth renewal of five,one-year renewal options. The schools are located in COUNCIL DISTRICTS 5 and 9. A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:Fort Worth Independent School District FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the current operating budget, as appropriated,in the Grants Operating Other Fund.The Park&Recreation Department(and Financial Management Services)will be responsible for the collection and deposit of funds due to the City.Prior to an expenditure being incurred, the Park&Recreation Department has the responsibility to validate the availability of funds.This is a reimbursement grant.
