Jones Re: Request for Annexation of City Manager a Tract of Land off the Oak Building Grove Road Southeast of the City Dear Sir: Attached is a letter dated January 21, 1955, signed by Mr. David C. Hall, President of the Hall Page Development Company, requesting annexation to the City of Fort Worth of a 102.5-acre tract of land out of the S. Woody and Gillaster Surveys along the Oak Grove Road southeast of the present city. We are attaching a plat that shows the location of this tract and its rela- tion to the present city boundary line. The attached letter requesting annexation states that there will be approx- imately 290 building sites and that homes will be constructed in the price range of $$12,000.00 to $15,000.00. The letter also states that right-of-gray for the Southeast Loop to be con- structed by the State Highway Department sometime in the future will be donated when needed. The tax value is approximately 60 per cent of the actual value. The total tax value of the 290 building sites will be 60 per cent of 290 X $133500.00, or $2,349,000.00. This letter also states that if View Park Addition, owned by Mr. E. E. Cloer, is annexed he has no objection to annexing this tract. The final reading annexing View Park Addition by the City Council was on January 19, 1955. Mr. Page states that he is familiar with the requirement of the City of Fort Worth as to standards of improvements and that he under- stands that the developer pays one-half the total cost for water and sewer extension including the approach main. Our recommendation is that the 102.5-acre tract out of the S. Woody and Gillaster Surveys, as shown on the attached plat and as described in the attached metes and bounds description, be annexed to the City of Fort Worth as requested. Yours very truly, C. I�. Jones City Manager Building Dear Mr. Jones: We received a copy of a mimeographed memorandum dated Oct. 29th addressed to Mr. Thelin regarding a request for annexation of 86 acres of land out of the S. Woody and M. Garrison Surveys. This tract of land lies south of Seminary Drive in the vicinity of the north section of Russell Field and is immediately west of another area for which annexation was requested by Mr. Cloer. If the area Mr. Cloer represents is annexed it would mean that the approach main necessary to serve the area now being considered for annexation would serve both of the tracts of land but on the other hand, if Mr. Cloer Is tract is not annexed then an approach main of considerably more length than the 3400 feet necessary to serve Mr. CloerIsaddition would be required. Both of these additions present a very complicated problem in supplying them with water since logically they should be included in the east side pressume plane area but are some two miles distant from the nearest water main serving that pressure plane. They are both in reasonably close proximity to the south side pressure main and for the time being at least, undoubtedly would have to be served from the south side pressure main but eventually snould be served from the east side pressure main when a large main is extended to serve the south part of the east side pressure plane area. Of course, the developer could not be expected to bear any part of the cost of such a main from the east side pressure main since it may not be constructed for many years to come. From the pre- liminary contour map submitted to Mr. Thelin it appears that some of the building sites in the proposed area may be above the elevation 700. If such is the case, we believe the developer should be advised that water service from the south side pressure plane during critical periods in the summer will probably not be satisfactory for any building site above the elevation 700. If the area proposed for annexation by Mr. Cloer is annexed we offer no objection to the annexation of the 86 acre tract subject to the limitations mentioned above, namely, that water pressure may be unsatisfactory for higher lots and that the developer agree to pay one-half of the cost of the nearest approach main to serve the area.
