Enforcement of the 1928 building line ordinance, however, would .require a 10 foot: set-back from the property line and a 20 foot set-back from the curb line of existing 54 foot wide paving on Hemphill. ,,Justification for Building Line When the building line was established in 1928, Hemphill was the majo?° highway and thoroughfare route to the South Side. Enforcement of the b�,x:ilding line permitted city widening of the street at reduced costs during the Late: 1930's and early 1940'8. Since the initial widening, the building line has been preserved to improve sight distance on the street, reserve an 80 ;foot right-of-way, and prevent new construction at intersections which would perpetuate off-sets or prevent signal modernization and inter,- section channelization. The building line restriction, as established by ordinance, extends from Vickery Boulevard on the north to Felix Street t.),n the south. Agildi= Line Lemoyal The need for future channelization and modernization of the intersection at Hemphill and Magnolia justifies retaining the existing building line for a minimum of 150 feet north of Magnolia in the 1200 Block of Hemphill. In order to preserve building lines at the intersection, it is proposed that an ordinance be adopted repealing the building line on a portion of the east side of Hemphill in the 1200 Block. The affect of the ordinance would be to remove the building line restriction on Lots 1 through 10, Block C/18, Wray's Subdivision of Field's - Welch Addition.
