CITY COUNCIL BUDGET WORK SESSION ON THE FY2023 BUDGET

1. Call to Order—Mattie Parker, Honorable Mayor
With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session on the FY2023 Budget at 10:16 a.m. on Thursday, August
25, 2022, in the City Council Conference Room 2020, 200 Texas Street, Fort
Worth, Texas.
2. Opening Comments — David Cooke, City Manager
3. Fire Staff Study Update — David Cooke, City Manager, and Stewart
Gary, Public Safety Principal, Citygate Associates, LLC
Presentation was made by Stewart Gary, Citygate Associates, LLC.
Council requested a separate meeting be scheduled to discuss the policy
questions/recommendations included the Fire Staff Study in detail. Specific
questions include:
— Clarification on the five-minute metric
—Recommendations for best approach for planning for future fire
stations
— Specific areas that need to be addressed now

—Recommendations for asset management that would result in
improved response times
— Staff levels required for Fire to assist with EMS calls
—Appropriate response times for MedStar
—Appropriate policy benchmarks
Mayor Parker recessed the meeting at 12:29 p.m.
Mayor Parker reconvened the meeting at 1:18 p.m.
4. Transit Initiatives — Rich Andreski, President & CEO and Chad
Edwards, VP of Planning & Development, Trinity Metro
Presentation was made by Rich Andreski, President & CEO, Trinity Metro.
— Council Member Beck requested that information on the "bus stop
clean-up" be sent to Mayor and Council.
—Mayor Pro Tem Bivens recommended looking for ways to encourage
employers to promote Trinity Metro to employees as an employee
benefit including as part of the City of Fort Worth employee
orientation.
5. School Safety— Neil Noakes, Chief of Police and Danny Garcia, Director
of Safety & Security, FWISD
Council had the following questions or recommendations:
— Council Member Beck requested a list of School Resource Officers
and contact information by Council District.
6. Affordability of Community Center Programs — Victor Turner,
Director of Neighborhood Services, and Dave Lewis, Interim Director of
Park & Recreation
Presentation was made by Victor Turner, Neighborhood Services and Dave
Lewis, Parks and Recreation.
Council had the following questions or recommendations:
—Mayor Pro Tern Bivens requested information on how we handle
mobile recreation day camps such as the Rainwater Mobile Camp
compared to the Como Summer Day Camp.

— Council Member Beck recommended a targeted marketing campaign
with neighborhood groups and schools to help increase participation.
—Council Member Crain asked for options for obtaining sponsors to
help cover the cost of field trips for the participants.
—Mayor Parker recommended collaborating with other organizations
for specialty camps such as Zoo Camp for the participants.
7. Budget Response Review—David Cooke, City Manager
a. 25-005R—Pension Contributions (Revised)
There were no questions regarding the budget response.
b. 23-007—Police Attrition & Matrix Study
There were no questions regarding the budget response.
c. 23-008 — Planned Locations for FY2023 TPW PAYGo Funding
There were no questions regarding the budget response.
d. 23-009 — Air Monitoring, Brownfields, & Environmental Justice
Centers
There were no questions regarding the budget response.
e. 23-010 —Analysis of Southeast Landfill Usage
There were no questions regarding the budget response.
f. 23-011 —Authorized Positions for FY2023
There were no questions regarding the budget response.
g. 23-012 —Analysis & Options for a Veterans Affairs Liaison
There were no questions regarding the budget response.
h. 23-013—Competitive Salary Analysis
There were no questions regarding the budget response.
i. 23-014 —Women in Firefighting (Camp Heat)
There were no questions regarding the budget response.

ADJOURNMENT
There being no further business, Mayor Parker closed the City Council Budget
Work Session on the FY2023 Budget at 3:40 p.m., on Friday, August 25, 2022.
