Crain, District 3 Council Member Cary Moon, District 4 Council Member Jared Williams, District 6 Council Member Leonard Firestone, District 7 Council Member Chris Nettles, District 8 Council Member Elizabeth Beck, District 9 Staff Present: David Cooke, City Manager Leann Guzman, City Attorney Jannette Goodall, City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order 1:26 p.m. on Tuesday, August 16, 2022, in the City Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager- David Cooke, City Manager a. Upcoming and Recent Events City Manager David Cooke announced the first of the Public Engagement Meetings on the FY23 Budget in the Council Districts will be held on Wednesday, August 17 at the Summerglen Library. b. Organizational Updates and Employee Recognition(s) City Manager David Cooke introduced Council Member Crain to recognize Officer Joseph Spragins. Informal Reports 22-114 Community Center Management- Victor Turner and Dave Lewis 22-115 Follow Up on Dredging of Ponds and Lakes in Parks -Dave Lewis 22-116 Historic Cemeteries in Fort Worth- Justin Newhart Council Member Beck requested additional information on which historic cemeteries do not have a historical properties designation and recommendations on how the City could assist with the preservation of historical cemeteries. 22-117 Monthly Development Activity Report -Jennifer Roberts 22-118 Parental Leave Update - Dianna Giordano Council requested an update on the ability to expand the parental leave policy to twelve weeks, policy clarification on definitions and recommendations for increased communication on the benefits of the policy to employees. 22-119 Update on Eastside Transportation Planning Projects and Subregional Studies -Kelly Porter 22-120 Update on Non-FEMA Flood Risk Area Initiative -Jennifer Dyke 22-121 Update on Proposed Changes to PID Advisory Board Operating Requirements - Robert Sturns 22-122 Will Rogers Memorial Center Capital Projects Update - Michael Crum 22-123 Women in FireFighting - (Camp Heat) - Fire Chief James Davis Council Member Beck requested information on budget resources needed to expand the program. Questions Regarding City Council Action Items for August 23, 2022, Council Meeting There were no questions regarding City Council Action items for the August 23, 2022, Council Meeting. 3. Update on Future City Hall—Tanyan Farley, Athenian Group Presentation was made by Tanyan Farley, Athenian Group. 4. Culture and Tourism Capital Project Update—Michael Crum, Public Events Presentation was made by Michael Crum, Director, Public Events and Robert Jameson, President and CEO of Visit Fort Worth. Council Member Beck requested the City ensure communications with Texas A&M occurs on the Commerce Street portion of the project. 5. Briefing on the Omni Hotel Expansion—Robert Sturns, Economic Development Presentation was made by Robert Sturns, Director, Economic Development. 6. Briefing on ARPA Funding Proposal to Reduce Gun Violence—Chief Neil Noakes, Police and Leah King, United Way of Tarrant County Presentation was made by Chief Neil Noakes, Police and Leah King, Chief Executive Officer of United Way to Tarrant County. Mayor Parker recommended the creation of a Steering Committee and Separate Funding Committee. 7. Update on Short-Term Rental Data Mining, Registration, and Zoning Options —Dana Burghdoff, City Manager's Office Presentation was made by Dana Burghdoff, Assistant City Manager. Mayor Parker recommended that Council Members submit any additional policy questions to Assistant City Manager Burghdoff and that a follow-up meeting be scheduled to discuss short-term rentals. City Council Requests for Future Agenda Items and/or Reports Mayor Pro Tem Bivens requested an update on parking at the Future City Hall. Council Member Williams requested information on resources needed to expand the summer programming at the Community Centers as part of the FY23 Budget discussions. Council Member Beck requested a breakdown by percentage of salaries for City employees. Council Member Nettles requested a joint meeting between City Council and the leadership of the various school districts within Fort Worth.
