AMENDMENT No. 6
TO CITY SECRETARY CONTRACT No. 43923
WHEREAS, the City of Fort Worth (CITY) and Parsons Water &
Infrastructure, (ENGINEER) made and entered into City Secretary Contract No.
43923, (the CONTRACT) which was authorized by M&C C-25877 on the 25th day of
September, 2012 in the amount of $ 391,453.00 ; and
WHEREAS, the CONTRACT was subsequently revised by: Amendment No. 1 in
the amount of $206,797.00 authorized by M&C C-26229 on 7th day of May, 2013,
Amendment No. 2 in the amount of $43,929.00 which was administratively
authorized on lst day of May, 2015, Amendment No. 3 in the amount of $52,133.00
which was administratively authorized on the 25th day of March, 2019, Amendment
No. 4 in the amount of $145,919. 00 which was authorized by M&C 19-0379 on the
loth day of December, 2019 and Amendment No. 5 in the amount of $209, 281.00
which was authorized by M&C 21-0920 on the 30th day of November, 2021; and
WHEREAS, the CONTRACT. involves engineering services for the following
project:
Little Fossil Creek Interceptor .Improvements at Various .Locations
within the Little Fossil Creek Drainage Basin; and
WHEREAS, it has become necessary to execute Amendment No. 6 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the
CONTRACT:

Article I of the CONTRACT is amended to include the additional engineering
services specified in proposal attached hereto and incorporated herein. The
cost to City for the additional design services to be performed by Engineer
totals $35,190, 00.
2.
Article II of the CONTRACT is amended to provide for an increase in the
fee to be paid to Engineer for all work and services performed under the
Contract, as amended, so that the total fee paid by the City for all work and
services shall be an amount of $1,084, 702. 00.
3.
All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect. OFFICIAL RECORD

Creek Interceptor Rehabilitation Project - Part 2A Locations 1, 3, and 5A - Metering
Station Improvements for Location 3
Dear Walter,
This letter represents a request from Parsons Water& Infrastructure Group, Inc. (Parsons)to the City
of Fort Worth Water Department for Amendment 6 for the increased level of effort(LOE)to update the
design and bid packages for the above-referenced project. This amendment looks to replace a
wastewater metering station found in Location 3,just east of North Beach Street in Haltom City.
Background
The project is well documented in previous letters and proposals by Parsons over the 9 years since
project inception, most recently in Amendment 5 documents processed in November 2021.
Parsons is currently in the latter stages of Amendment 5, focused on finalizing the construction
drawings and specifications for the remaining items of the Little Fossil Creek interceptor, namely
designs for Location 1, Location 3, and Location 5B. Location 3 includes an existing metering station
featuring an underground vault, manholes immediately upstream and downstream of the vault, and
associated piping. The piping is 24 inches in diameter and configured in an inverse siphon profile
intended to provide full pipe condition in the pipeline inside the vault from which an ultrasonic doppler
type flow meter can accurately measure flow of the sewage passing through the pipe. The metering
system is not functional, for unknown reasons possibly related to both failure of meter and/or the
hydraulic conditions within the pipe. The City of Fort Worth Water Department(City)desires to replace
the existing system with a new system,fully capable of measuring the range of flows, and configured
in accordance with the latest City standards, including the use of solar power to operate the system.
Parsons has already performed a design of a solar-powered metering station as part of improvements
to Location 1. These drawings necessary to adequately depict the construction of the Location 1
metering station include civil, mechanical, structural, and electrical disciplines, and have been
presented to the City for review previously. Approximately 20 sheets depict the design. As well, a
drawing of the plan and profile of the pipeline at Location 3 was generated previously.

Project Approach
The configuration and concepts of the metering station for Location 1 will be applied to the new
metering station of Location 3, with the appropriate design modifications to reflect the different
geometry of Location 3 as well as the different flow values and pipeline diameters.
The new design at Location 3 will include upstream and downstream manholes, a new metering vault
8 feet by 10 feet and approximately 22 feet deep, the solar generation system, and meters,
instrumentation,and associated lighting and electric gear necessaryforthe complete meteringsystem
identical to Location 1. The metering vault will have two metering systems, one a flanged mag meter
placed in the pipeline and the other a transit time doppler meter attached to the exterior of the pipe.
The design will include new piping between the upstream and downstream manholes, including an
appropriately sized bypass pipeline.
The metering site is located well within the floodway of Little Fossil Creek according to the latest Flood
Insurance Rate Map from the United States Federal Emergency Management Agency. The stated flood
elevation is 560 feet. This is approximately the elevation of the top of the existing concrete metering
vault. The top of the proposed metering vault is 562, providing 2 feet of freeboard over the current
100-yearflood elevation. To access the top of the vault and to mountthe related electrical equipment,
an elevated steel structure and stairway, rising approximately 4 feet above the existing grade, is
proposed,just as Location 1's metering vault. The design will include a separate pole to mount the
solar panels and data transmitter equipment.
Because of the difference in depths and potential soil characteristics between Location 1 (35 feet
deep) and Location 3 (20 feet deep), a complete structural analysis is required.
Two Parsons engineers will visit the site to inspect the current condition of the site to investigate the
hydraulics found to ascertain any design failures that led to the systems ineffectiveness. Our
subcontractor, Gorrondona & Associates, will perform a swift topographical survey to confirm the
existing elevations of necessary elements and appropriately survey any changes to the site.
The main work product for this task is the generation of additional or modified drawings from the
existing drawing set for Location 1. Optimizing the duplication of features for structural and electrical
elements,as well as combining some drawings where generous open space is available,two additional
drawings are required. Additional sections and details required for Location 3 are added to the existing
sheets for Location 1. Attachment 1 lists the affected and new drawings for this amendment.
Budget and Schedule
The Level of Effort Estimate for this task(Attachment 2)spreadsheet details the level of effort required
to complete the design and incorporate it into the existing design package currently under
development.

The level of effort includes the following sub-tasks:
• Site visit by two Parsons engineers to investigate existing system and surroundings
• Civil/mechanical engineering to design the new vault hydraulics, selection of appropriate
equipment for the new flow rates
• Electrical engineering to review the existing design and apply it to the new location
• Structural engineering to design the new vaults and structures, including review of existing soil
investigations
• Drawing production, including engineering direction and mark-ups to produce the new and
adjusted drawings.

The original Amendment 5 submittal was due this month. This amendment adds 1 month to the
schedule. A revised schedule will be provided immediately upon acceptance of this proposal.
With this amendment, the M/WBE participation of the Contract calculates to 23.5%, maintaining our
exceedance of the project goal of 22%.
