AUTHORIZE APPLICATION FOR AND ACCEPTANCE, IF AWARDED, OF FISCAL YEAR 2023
GRANT FROM THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION,BULLET-
RESISTANT SHIELD PROGRAM GRANT AND MAKE ASSURANCES REQUIRED BY THE
OFFICE OF THE GOVERNOR
WHEREAS, the Criminal Justice Division through the Officer of the Governor funds law enforcement
grant projects throughout the state; and
WHEREAS, September 19,2022,is the deadline to submit application for Fiscal Year 2023 for the Bullet-
Resistant Shield Program Grant; and
WHEREAS,the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of
Fort Worth to utilize grant funds from the Office of the Governor for the Fort Worth Police Department in
accordance with the permitted uses of the funds under the respective grant;and
WHEREAS, the Office of the Governor grant requirements include authorization of application by the
governing body of the applicant and passage of a Resolution by the City Council containing certain assurances; and
WHEREAS,further council action will be required for the appropriation of funds for these grants at a later
date.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH,TEXAS,THAT:
1. The City Council authorizes applications for,and acceptance,if awarded,of the following Fiscal Year 2023
grant from Office of the Governor, Criminal Justice Division, for the Bullet-Resistant Shield Program
Grant;
2. The City Council designates the City Manager,through the Assistant City Manager for Police,to apply for,
accept,reject, alter or terminate each listed grant on behalf of the City;
3. If matching funds are required,the City assures that all matching funds will be provided;and
4. In the event of loss or misuse of the Office of the Governor grant funds,the City assures that the funds will
be returned to the Officer of the Governor in full.
ADOPTED THIS 13th day of September 2022.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for,and authorize acceptance of, if awarded,the Office of the Governor, Public Safety Office,Criminal Justice
Division Fiscal Year 2023 Bullet-Resistant Shield Grant Program in an amount up to$1,300,000.00;
2. Authorize the execution of a grant agreement with the Office of the Governor, Public Safety Office,Criminal Justice Division;
3. Adopt the attached Resolution for acceptance of grant funds in an amount up to $1,300,000.00 and to make assurances as required by the
Bullet-Resistant Shield Grant Program;and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund, subject to
receipt of the grant,in an amount up to $1,300,000.00,for the purpose of funding costs associated with the purchase of bullet-resistant
shields.
DISCUSSION:
The Fort Worth Police Department is requesting to apply for the Office of the Governor, Public Safety Office,Criminal Justice Division Fiscal Year
2023 Bullet-Resistant Shield Grant Program in the amount up to$1,300,000.00 for costs associated with the purchase of bullet-resistant shields.
The State of Texas is working to ensure law enforcement partners across the state are able to protect children,teachers,and schools as the new
school year begins.These new funds will give law enforcement officers expanded access to critical protective equipment.If awarded,the allowable
use of funds are limited to the purchase of bullet-resistant shields compliant with the National Institute of Justice(NIJ)Level III, III+,or IV.
The bullet-resistant shields will be issued to 340 patrol officers,60 School Resource Officers and, 11 to the Fort Worth Police Special Weapons
and Tactics(SWAT)Team.
Matching funds are not required under the grant program.The funding type is reimbursable.
Indirect costs are unallowable for this grant program.
The grant will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:Texas

FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds
will be available in the current operating budget,as appropriated, in the Grants Operating State Fund. The Police Department(and Financial
Management Services)will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred,the Police
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
