CITY COUNCIL BUDGET WORK SESSION ON THE FY2023 BUDGET AND
PROPOSED TAX RATE

1. Call to Order —Mattie Parker, Honorable Mayor
With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session on the FY2023 Budget and Proposed Tax Rate at 10:20 a.m.
on Friday, September 9, 2022, in the City Council Conference Room 2020, 200
Texas Street, Fort Worth, Texas.
2. Opening Comments —David Cooke, City Manager
David Cooke, City Manager, made opening comments.
3. Fire Staff Study Update— David Cooke, City Manager
Presentation was made by David Cooke, City Manager and Chief Davis, Fire
Department.
Council recommended forming a committee that included Council Member Flores,
representatives from City Management Team, Fire Department, Med Star and the
Fire Fighters Union 440 to exam the study and report back on recommendations to
Council.

Mayor Pro tem Bivens left the meeting at 10:58 a.m. and returned at 11:24 a.m.
4. Budget Response Review — David Cooke, City Manager
a. 23-015 —Fire Station Geography
There were no questions on Budget Response 23-015.
b. 23-016 — Council Staffing
David Cooke, City Manager provided a summary of Budget Response 23-016.
— Council Member Crain recommended updating the number of calls and
emails received to include those received into the individual email accounts
in addition to the District email account.
— Council recommended the following:
o Budget for an additional FTE for each Council Office.
o Provide a salary range that those new employees could be hired.
o Provide more flexibility for the Council to determine if the new hire
should be full or part-time.
o Eliminate the additional shared support position.
o Budget for the shared communications support position.
Mayor Parker recessed the meeting at 11:46 a.m.
Mayor Parker reconvened the meeting at 1:35 p.m. Mayor Pro tem Bivens did not
return following the recess.
c. 23-017 — Property Tax and Valuation History
David Cooke, City Manager provided a summary of Budget Response 23-017.
5. Wrap-up Discussion & Schedule Forward — David Cooke, City
Manager
City Manager David Cooke announced the public comment on the budget would
be held on Tuesday, September 13, 2022, and the adoption of the tax rate and
budget is scheduled for September 27, 2022.

6. Closing Comments — Mattie Parker, Honorable Mayor
ADJOURNMENT
There being no further business, Mayor Parker closed the City Council Budget
Work Session on the FY2023 Budget and Proposed Tax Rate at 1:56 p.m., on
Friday, September 9, 2022.
