Crain, District 3 Council Member Alan Blaylock, District 4 Council Member Jared Williams, District 6 Council Member Leonard Firestone, District 7 Council Member Chris Nettles, District 8 Council Member Elizabeth Beck, District 9 Staff Present: David Cooke, City Manager Leann Guzman, City Attorney Jannette Goodall, City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order 1:00 p.m. on Tuesday, September 6, 2022, in the City Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager-David Cooke,City Manager a. Upcoming and Recent Events There were no upcoming or recent events. b. Organizational Updates and Employee Recognition(s) Mayor Parker called on Council Member Firestone to introduce David Medrano as the new City Auditor. Questions Regarding City Council Action Items for September 13,2022,Council Meeting There were no questions regarding Significant Zoning Cases for the September 13, 2022, Council Meeting. 4. Briefing on National Juneteenth Museum Project—Jarred Howard,National Juneteenth Museum Presentation was made by Jarred Howard,National Juneteenth Museum. 5. 2022 Texas School Accountability Report—Brent Beasley,Fort Worth Education Partnership Presentation was made by Brent Beasley, Fort Worth Education Partnership. Mayor Pro tern Bivens and Council Member Flores requested additional details and clarification on the data. 6. Presentation of Final Report of Expert Panel on Police Reform—David Cooke, City Manager; Dr.Alejandro del Carmen,Del Carmen Consulting; Dr. Theron Bowman, The Bowman Group; and Chief Neil Noakes,Police Presentation was made by David Cooke, City Manager; Dr. Alejandro del Carmen, Del Carmen Consulting; Dr. Theron Bowman, The Bowman Group; and Chief Neil Noakes, Police. Council requested a follow-up discussion to allow more time to discuss the report. Council Member Flores requested a copy of the general order relating to the use of tasers. 7. City Council Requests for Future Agenda Items and/or Reports Mayor Pro tern Bivens requested additional information on Operation Progress Fort Worth. Mayor Pro tern Bivens requested information on police equipment and the violence intervention program. Council Member Flores requested an update on recent changes to the MyFortWorth App, future changes and other apps integrated with MyFortWorth App or stand-alone apps. Mayor Pro tem Bivens and Council Member Nettles requested an update on providing diversity and civil rights training for police officers. Council Members Crain and Beck requested information on the City's hiring process including creation of new positions, posting of postings, interviewing, and communication with applicants; including the positions exempt from the standard hiring process. Mayor Parker requested information on current City services for refugees and partnerships with other entities providing services. Mayor Parker requested an update for on-site childcare for the Future City Hall. Mayor Parker requested recommendations on how the City can improve data analytics within the City.
