HomeMy WebLinkAboutResolution 5620-09-2022 A Resolution NO. 5620-09-2022 A RESOLUTION AUTHORIZING AN AGREEMENT FOR CONSTRUCTION, MAINTENANCE, AND OPERATION OF SAFETY LIGHTING SYSTEMS AT THE INTERSECTIONS OF STATE HIGHWAY SPUR 580 (CAMP BOWIE WEST BOULEVARD) AND LACKLAND ROAD AND STATE HIGHWAY SPUR 580 (CAMP BOWIE WEST BOULEVARD) AND STATE HIGHWAY 183 (ALTA MERE DRIVE) WHEREAS, the City has requested permission from the State of Texas ("State") to construct, maintain, and operate a safety lighting system ("Safety Lighting System") at the intersections of the state highway designated as SS 580 (Spur 580) and Lackland Road and SS 580 and State Highway 183, each within the City, said lighting system to consist of safety lighting to be built and financed by City; and WHEREAS, the Executive Director, acting for and in behalf of the Texas Transportation Commission, has made it known to the City that the State does not object to the City constructing said Safety Lighting Systems, conditioned that the City will maintain and operate said systems. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: That the City Manager, or his/her duly designated assistant city managers, is authorized to execute an Agreement with the State for construction, maintenance, and operation of a Safety Lighting System at the intersections of the state highway designated as SS 580 (Spur 580) and Lackland Road and SS 580 and State Highway 183 (Alta Mere Drive), each within the City. i Adopted this 27 to day of September 2022. DISCUSSION: The Texas Department of Transportation(TxDOT)is nearing the completion of design for a project to relocate traffic signal equipment,install illumination,and install pedestrian ramps at the intersection of Camp Bowie West Boulevard and Alta Mere Drive and at the intersection of Camp Bowie West Boulevard and Lackland Road.The intent of this project is to enhance safety for pedestrians and improve the lighting.With the design work almost complete,TxDOT has reached out to the City to maintain the lighting system at the intersections. All costs of constructing the lighting system will be borne by TxDOT,and the lighting system will remain the property of the City.The City further agrees to maintain and operate,at its expense,the lighting system in an efficient and slightly condition,including the furnishing of all equipment and labor and making any replacements which may become necessary,without cost to the State. Staff agrees that the division of the safety lighting system construction, maintenance,and operation responsibilities are fair and equitable. Funding is budgeted in the FY 22 PayGo SL Freeway project within the General Capital Projects Fund for the purpose of funding any maintenance or operation expenses associated with the safety lightning systems. A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:TxDOT FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget,as previously appropriated, in the General Capital Projects Fund for the FY 22 PayGo SL Freeway project to support the approval of the above recommendation and execution of the agreement. Prior to any expenditure being incurred,the Transportation and Public Works has the responsibility to validate the availability of funds. Submitted for City Manager's Office W.
