HomeMy WebLinkAboutOrdinance 17133-09-2006Ordinance No. 17133-09-2006 AN ORDINANCE INCREASfNG ESTIMATED RECEIPTS AND APPROPRIATfONS IN THE GRANTS FUND iN THE AMOUNT OF $95,000, SUBJECT TO RECEIPT OF THE PAUL COVERDELL FORENSIC SCIENCE GRANT FROM THE NATIONAL INSTITUTE OF JUSTICE, FOR THE PURPOSE OF FUNDING TRAINING AND A LABORATORY INFORMATION MANAGEMENT SYSTEM FOR THE CRIME LAB iN THE POLICE DEPARTMI=NT; MAKING THIS ORC?INANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments far Fiscal Year 2006- 2007 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $95,000, subject to receipt of the Pouf Cnverdelf 1=orensic Science grant from the National Institute of Justice, far the purpose of funding training and a Labaratpry Information Management System for the Crime Lab in the Police Department. SECTION 2. That should any portion, section or part of a section of this ordinance' be declared invalid, inoperative or void for any reason l,y a court of competent jurisdiction, such decision, opinion ar judgment steal! in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and a!I other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of sold prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ord'€nance shall take effect upon adoption. Authorize the City Manager to apply for and accept a grant from the National Institute of Justice {NIJ) for the Crime Lab in the amount of $95,000; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations' in the Grants fund by $95,000 subject to receipt of the grant. ®ISCUSSION; The 2006 NIJ Paul Coverdell Forensic Science Improvement Program provides funding far state and local governments to improve the quality and timeliness of forensic science andlnr to eliminate backlogs in the analysis of forensic evidence including controlled substances, firearms examination, latent prints, toxicology and trace evidence. The Police Department applied for and received a Cnverdell grant for Fiscal Year 20052006 that provided training and equipment for the Crime Laboratory. ff awarded, the 2007 grant will allow the laboratory to continue its training program and to purchase a Laboratory Information Management System for the Crime Lab. The total amount of the grant is $95,000 and no matching funds are required. FISCAL INFORMATIONICERTIFICATION: The Finance Director certifies that upon approval of the above recommendations, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
