COUNTY OF TARRANT
WHEREAS, The City of Fort Worth and Baird, Hampton & Brown, Inc., (Consultant)
made and entered into City Secretary Contract No. 57814 (The Contract) which was
authorized administratively, the 8th day of July, 2022, for Bob Bolen Public Safety
Complex Backup Generators; and
WHEREAS, further amendment is necessary to reimburse the Consultant as part of the
design services agreement for additional design services for specification of generators
and equipment for procurement.
NOW THEREFORE, City and Consultant, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the
Contract:

Article I — Scope of Services, Paragraph (3) shall be added to read as follows:
(3) Provide additional design services for the design and detailing of specification of
generators and equipment for procurement. The cost of this additional service is
$47,500 plus $0.00 in reimbursable expenses. The scope of services is
described more fully in Baird, Hampton & Brown, Inc. Letter dated September
26, 2022, subject: "Professional Engineering Services for Procurement of
Backup Generators at the Bob Bolen Public Safety Complex, Fort Worth, Texas".

Article II — Compensation, first paragraph, is amended as follows:
"Consultant shall be compensated in accordance with the Fee Schedule shown
in Attachment "A". Payment shall be considered full compensation for all labor,
materials, supplies, and equipment necessary to complete the services
described in Attachment "A". However, the total fee paid by the City shall not
exceed a total of $53,500.00 unless the City and the Consultant mutually agree
upon a fee amount for additional services and amend this Agreement
accordingly."

BACKGROUND
EMERGENCY/STANDBY POWER SYSTEMS
We certainly appreciate the opportunity to provide the architectural and engineering services for the
procurement of backup generators at the Bob Bolen Public Safety Complex. We offer this scope of work
and fee proposal for the project as described in our Schematic Narrative for the Natural Gas Alternative
dated August 29, 2022, as we discussed in our scoping meeting held in your conference room on
September 8, 2022, and as we discussed in our telephone conversation on September 23, 2022. BHB has
built a solid reputation of delivering quality engineering services, and we have great experience with the
design of emergency/standby power distribution systems for existing facilities. We have delivered similar
services for the City of Fort Worth, City of Allen, and Tarrant County. This experience, and over 30 years
of providing engineering services to our community, has helped us establish ourselves as a service-
oriented firm dedicated to solving problems and meeting our client's needs.
OBJECTIVE
Provide bid documents for the early procurement of the generators , transfer switches, and paralleling
switchgear necessary for full emergency/standby power support for the facility's Administration building,
and portions of both Police and Fire training buildings. This will allow each of these areas—as they exist
now-to run on emergency power.
Using the peak demand data from ONCOR for the four services, and the known load profiles of the
buildings, we anticipate the equipment needs as follows:
3—277/480V, 3 phase, 1,000 kW natural gas engine generators
1-4,000 AMP switchboard/paralleling switchgear
2—3,000 amp, bypass isolation type automatic transfer switch
1—1,600 Amp, bypass isolation type, automatic transfer switch
We understand the City of Fort Worth will solicit the bids for the equipment.

SCOPE OF SERVICES
General Services
BHB shall provide the electrical engineering design in sufficient detail to prepare bid documents for early
procurement of the emergency/standby power systems equipment as noted above.
Deliverables
1. Product specifications for early procurement of the generators and distribution equipment to
include:
a. Natural gas aspirated generators in weatherproof, sound attenuated, enclosures.
b. Bypass isolation type, automatic transfer switches in NEMA 3R, non-walk-in enclosures.
c. Paralleling switchgear in NEMA 3R, non-walk-in enclosures.
Meetings
Attend one (1) design review meeting to discuss comments on technical specifications.
Procurement Period Services
1. Review shop drawings and submittals.
2. Review bids and offer recommendations.

CLARIFICATIONS
Our fee proposal makes the following assumptions:
1. Permit and regulatory department application fees are not included as part of our proposal, at this
time we are proposing that all fees be paid by the City of Fort Worth.
2. We cannot be responsible for equipment delivery that affects construction schedules.
COMPENSATION
In consideration for the scope described above we propose a stipulated sum fee of Forty-Seven Thousand,
Five Hundred Dollars and No Cents ($47,500.00). Invoices will be forwarded to your office based upon
the percentage of design completed during each billing period and will be due per the terms of the General
Conditions. Stipulated sum does not include direct expenses,as outlined in the General Conditions. Travel
expenses, plotting and reproduction expenses, other than those identified in this proposal will not be
incurred without your prior approval, at which point these expenses will be reimbursed per the terms of
the General Conditions.
