AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND,SUBJECT TO
RECEIPT OF THE GRANT, IN AN AMOUNT UP TO $5,000.00, FOR THE
PURPOSE OF FUNDING COSTS ASSOCIATED WITH COMMUNITY EVENTS
DISTRIBUTING GOODS TO FORT WORTH RESIDENTS; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund,subject to receipt of the grant,in an amount up to$5,000.00,for the purpose of funding
costs associated with community events distributing goods to Fort Worth Residents.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal government
of the City of Fort Worth for the ensuing Fiscal Year beginning October 1,2022,and ending September 30,
2023, and all other ordinances and appropriations amending the same except in those instances where the
provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which
instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for,and authorize acceptance of,if awarded,Wal-Mart's Community Grant Program,in an Amount up to$5,000.00;
2. Authorize the execution of a grant agreement with Wal-Mart Stores,Inc.;and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund,subject to
receipt of the grant,in an amount up to$5,000.00,for the purpose of funding costs associated with community events distributing goods to
Fort Worth Residents.
DISCUSSION:
Central Division Neighborhood Police Officers were notified by the Wal-Mart Store Manager that Wal-Mart offers a Local Community Grants
Program.As part of Wal-Mart's Community Grant Program,community organizations located within the service areas for Wal-Mart stores may
apply for grants ranging from a minimum of$250.00 to the maximum grant of$5,000.00.The Police Department would like to apply for this grant
during the Fiscal Year 2023 to support community events in which officers hand out items to Fort Worth Residents. Funds will be utilized to
purchase goods from Wal-Mart,to be distributed to residents of Fort Worth based on community needs.Annual Fort Worth community needs
include:
• Back to School Supplies
• Coat Drives
• Toiletries
• Blanket Drives
• Window A/C units and electric heaters
Matching funds are not required under the grant program.The funding type is reimbursable.The Police Department will be responsible for
requesting all reimbursements.
Indirect costs are unallowable for this grant program.
The grant will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations,execution of the agreement,and adoption of the attached
appropriation ordinance,funds will be available in the current operating budget,as appropriated,in the Grants Operating Other Fund.The Police
Department(and Financial Management Services)will be responsible for collection and deposit of funds due to the City. Prior to an expenditure
being incurred,the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
